"A candidate who loses by less than 1% of the total votes cast has the right to seek a recount.[1] The recount request must be filed no later than seven days after the election is certified with the Secretary of State. The results of the recount will be certified within 20 days of the receipt of the recount request by the Secretary of State. The candidate requesting the recount may be required to post a bond. In addition, an election authority may petition a circuit court for a recount or new election “if convinced that errors or omission of commission have occurred on the part of the election authority, election judges, or any election personnel in the conduct of an election.”
It doesn't make a distinction between a primary or general so I assume it means both.

but I wish the StL Post Dispatch had mentioned another possibility. I believe (without evidence I have to say) that Missouri was stolen. Bernie had a lead at one point with a bit of St Louis still out. I looked at the numbers. I saw what the percentages were for Bernie and Hillary in both StL city and StL county and how much was still to be counted. At those percentages Hillary should have closed the gap to about 5000 votes, with Bernie winning. Yet somehow the last boxes were pro-Hillary at a much higher percentage than the rest of St Louis.
It smacked of the stereotype of ward politics where the party waits until it finds out how many votes it needs and then delivers.
