The Best Laid Plans Oft Go Awry
The plans have long been laid, even wiki shines a weak light...
Wolfowitz Doctrine is an unofficial name given to the initial version of the Defense Planning Guidance for the 1994–1999 fiscal years (dated February 18, 1992) published by U.S. Under Secretary of Defense for Policy Paul Wolfowitz and his deputy Scooter Libby. Not intended for public release, it was leaked to the New York Times on March 7, 1992, and sparked a public controversy about U.S. foreign and defense policy. The document was widely criticized as imperialist, as the document outlined a policy of unilateralism and pre-emptive military action to suppress potential threats from other nations and prevent dictatorships from rising to superpower status.
We heard Gen Clark tell the story... (7 min)
[GEN. WESLEY CLARK]
I had been through the Pentagon right after 9/11. About ten days after 9/11, I went through the Pentagon and I saw Secretary Rumsfeld and Deputy Secretary Wolfowitz. I went downstairs just to say hello to some of the people on the Joint Staff who used to work for me, and one of the generals called me in. He said, “Sir, you’ve got to come in and talk to me a second.” I said, “Well, you’re too busy.” He said, “No, no.” He says, “We’ve made the decision we’re going to war with Iraq.” This was on or about the 20th of September. I said, “We’re going to war with Iraq? Why?” He said, “I don’t know.” He said, “I guess they don’t know what else to do.” So I said, “Well, did they find some information connecting Saddam to al-Qaeda?” He said, “No, no.” He says, “There’s nothing new that way. They just made the decision to go to war with Iraq.” He said, “I guess it’s like we don’t know what to do about terrorists, but we’ve got a good military and we can take down governments.” And he said, “I guess if the only tool you have is a hammer, every problem has to look like a nail.”
...
“This is a memo that describes how we’re going to take out seven countries in five years, starting with Iraq, and then Syria, Lebanon, Libya, Somalia, Sudan and, finishing off, Iran.”
Jeffery Sachs was on the Duran this week telling the story of his experience inside the deep state. It is cued up to the topic and takes about 5 min
Jeffery recommends this article which is behind a paywall for me.
Ukraine has been part of the plan for decades too....the gateway to Asia. However, the project has been fraught with failures. The sanctions that were to turn the ruble to rubble absolutely backfired, and most of the world has sided with Russia/BRICS+ and against the US/NATOstan. After the drone attack on the Kersh Bridge, Russia has been relentless in their attacks.

Jimmy suggest the climate chaos is going to be used for control.
Jimmy is jumping the shark a bit in this one. I think the planet is warming and the ice caps melting, but he's correct in thinking those changes will be used to control us all.
For example: Ireland Tells Farmers To Kill 200,000 Cows – Cuz Of Climate Change! (15 min)
First the European Union went after Dutch farmers over climate change restrictions, and now the EU have their sights set on the Irish. Specifically, as a means of reducing carbon emissions, the Irish are being instructed to kill off 200,000 cows in the span of three years.
Next on the agenda, crash the economy, and start CBDC and UBI. Who is going to turn down "free" money? Fools rush in...as the saying goes.

Political plans were disrupted this week. Tucker interviewed most of the GOP presidential candidates and roasted most of them over the Ukraine proxy war. (30 min)
Why are there no peacemongerers amongst Republican candidates? We go over recent speeches by Republican candidates and just how meh they are about foreign policy and how they mindlessly low the neocon line about war with Russia. "Homelessness" is one terrible symptom of a disease plaguing more and more of us every day: overpriced housing. Let us take you on a virtual visit of "EMERALD VILLAGE". Nearing completion, this beautiful permanent tiny house village for the previously unhoused sets a game-changing example for communities all around the world that are trying to find compassionate solutions to their own housing crisis.

Good morning
the concept of 'super power' has been contorted to the point where
extra-judicial acts are assimilated into foreign policy for 'national
security' reasons. The Wolfowitz doctrine is losing its pertinence
in global affairs. The dream of the neocons to rule the world has
hit a wall with the push-back from Russia and China. Fantasy has
confronted reality with the development of BRICS +. When the piper
calls the tune, the western players will have to modify their approach
or be left in the dust.
Thanks for the watch!

Good Morning Lookout
My opinion of Dems was already low, but after watching this hearing on censorship and the Twitter Files hearing I've come to the conclusion that the Dems are more despicable than the Republicans. It's also frightening and depressing seeing the ACLU advocating for censorship.
The hearing starts at the 22 min mark. Is it just me, or is Debbie Wasserman Schultz starting to look more and more like Gollum every day?
Thanks for all the work you put into the WW, Lookout

You've written a stirring column
...at least the first half of it. That's all I could read and sit still for, without piping up. Back for more later.
When you started your column, did you know you were going to pore over the ashes of Vilnius, looking for some meaningful takeaway from the long and pointless bloodletting in Ukraine? I ask because I have been thinking about the same things, and I notice that many seem to be on this wavelength.
As Duran discussed the scene at Vilnius, where NATO and the West drove a silver spike through the heart of their own Grand Vision of Ukraine's NATO membership. That is all the cartel has talked about this past year. And now, not so much. So many lies and bluffs. All so predictable. In the end, reality wins. Who could have known??! Did you notice how incredulous Sachs and the Duran hosts became, as they struggled for many long minutes trying to find words. Sachs painted a vivid picture. And now, all the Western vassals remain stuck up to their waists in the nasty mud pit they created at the crotch of Eastern Europe — unable to pull themselves out. Perhaps Western leaders are trying to find some face that they can save.
We never really know when a seemingly ordinary cluster of events in the world will one day be seen as pivotal moment that transformed our futures and changed our minds. Lately, I have been looking back at recent geopolitical events, and reading smart articles that explain the signs of significance that I had missed. One article I ran across from March 2019, co-authored by Michael Hudson and Paul Craig Roberts is entitled, "Is Neoliberalism Killing Russia?" It opened a new level of understanding of Russia for me. An excerpt:
.
Back to the excellent Duran interview, I really recommend listening from the beginning of the video, up until your mark. There are some important emotions connections that are made about Russia, there. It really turns on the lights.

You've been introducing videos like a champ
I think it's smart to set the videos up to play the important passage, the way you do it. That makes them much more approachable, and useful to readers with time constrictions. Videos do convey certain types of information in powerful ways.
That may be the instincts of all your teaching experience talking, but that is a valid concern. You have a reputation for serving up the best of the best videos. They are all worth watching, for real. But time can be an issue for people. (I often wonder how many vids you watch to distill your selection down to such good ones.) Although I did recommend the early part of the Sachs video — I was aiming that a folks who had already committed to watch it. Overall, I think your selection was perfect for the story you were telling.
Loved your video examples from Michael Hudson's videos, using a "Table of Contents" that lets viewers know what was on the tape, or lets viewers choose topics that interests them. It's great when vloggers add timed content markers. Btw, I like Hudson, too. But lately his economic insights really nail the issues for me. I find myself paying a lot of attention to what he has to say. He reminds me that economics is the language of both war and diplomacy.
I watched/listened part two today...
...offering solutions...kind of.
It was interesting how the young folks wanted worker ownership where as Hudson suggested fewer hours, more pay, more time off...funded by the ownership class. Interesting argument anyway.
I often wonder about a coop with young folks here...but haven't really pursued that. May be I should?
Thanks for the thoughtful comment....made me think anyway.

that helps a lot and is so much easier to follow
the content of the videos. Thanks a lot, lookout.

Wouldn't the exact opposite gut the fascists?
Yes, the corporations would move in for the kill, stealing the worlds resources for themselves, but so what? It's not like the people control any of those resources anyways. The rich will simply reallocate their wealth to reflect the new reality. The elites already own everything.
Like the greyhound that finally catches the rabbit, the West would be left standing there, vaguely confused. No more wars. Now what?
They'd start fighting among themselves
There is ample historical precedent for that, sadly.
There is no justice. There can be no peace.
Good afternoon, Lo, et. al.
I have some shopping to do, and intend to spend my afternoon reading and viewing all the news and opinion you brought to us today.
It is hot, no rain in the forecast. We are watching trees and shrubs burn up in this sun. There is no way to water my yard to any benefit.
The forecast rains and thunderstorms of last evening passed us by, drenched a town 10 miles away.
Oh, well. It is what it is.
Hope all is well in the holler.

We've been lucky with the rain...
I've been watching the high pressure/heat dome hovering over the SW. We had that here in 2016...crunchy grass, leaf fall in August, dry, dry, dry. I hurt with the forest when that happens, and hurt with our friends in the SW this year.
This year we've been getting fairly regular rain, and not big gully washers but an inch or so at a time...6.5" so far this month, over 40" for the year. We've been in the 70" per year range for the last few years. I'm counting my lucky stars on weather...at least this year.

Great stuff, if you can call all the proof we are being lied to and harmed, great stuff.
I do not think JD jumped the shark on climate change. In fact, he reiterated that the globe is heating up.
Whereas he emphasized the hypocrisy of TPTB, such as oil companies wagging their fingers at we little people for using too much energy, while they are making record profits for pumping fossil fuel out of the ground, it brought back a memory from years ago when I was a poster on GOS.
I was shamed, castigated, for not hanging my clothes to dry on a line. I just didn't modify my behavior enough to satisfy the folks at the CIA connected site. That has stuck in my mind, or craw, ever since.
Most of us got involved with climate change at the level, and on the issue, of environmental pollution, as did RFK. jr. My participation in protests on the campus at Baylor University was about industrial waste killing a unique and rare shrimp in a stream running through the campus. I was 16. Obviously, I was an ignoramus, amirite? Just because I was admitted into a top private university in the country, based on my SAT scores, doesn't mean anything.
The more TPTB lie to us, the more climate deniers we will have.
The division and hostility between climate changers and climate change deniers is deliberate.
Thanks so much for this great OT!

First Lady goes nuclear
I think I posted a link to this article earlier this week. But I noticed something about the statement made by Yoon after a South Korean analyst I follow, Kim Jong-tae, commented that Yoon using the powerful nuclear ballistic missile submarine USS Kentucky in Busan as a prop, threatened North Korea with the end of its regime.
Yoon boards U.S. nuclear-capable submarine in show of force against N. Korea
YNA July 19
https://en.yna.co.kr/view/AEN20230719008100315#:~:text=%22The%20USS%20Ke...'s%20deployment%20shows,Command%20headquartered%20at%20the%20base.
The emphasized language is overbroad. I noticed it was not repeated elsewhere not even on the official ROK Office of the President web site (typically they need to omit, repair, or massage most of his statements). First Yoon says "nuclear provocation." Just what is that? Is that the same as a nuclear attack? Then later in the same sentence, "we warned clearly that should North Korea carry a provocation..." This is even more vague. In the Hankyoreh report of this presidential PR show, they changed it to (nuclear) provocation, just to make "clearly" more clear. Perhaps this is the proper "clarification." Maybe not. Just what is a "nuclear provocation?" In the case of current circumstances in relations with North Korea, a test detonation of a nuclear weapon, underground, at its usual test site, could be considered a "nuclear provocation." After all it is banned by UN resolution. Also, preparation of a nuclear test site for underground nuclear detonation in North Korea indicating that a nuclear test may be imminent might be regarded as a "nuclear provocation."
Assuming that Col. Macgregor is correct and that assurances of the "extended strategic deterrence" are actually not a US national defense policy, perhaps one could disregard all the above. Yoon is simply having his ego stroked by being able to play the military strongman of South Korea, to bolster his total lack of national defense and statesmanship credentials.
Is it right to use the most valuable asset in the US nuclear arsenal to provide a set to boost Yoon's shredded public support? It's all for show. A performance for North Korea, and a performance for South Korean domestic politics. A stunt like this could actually provoke a nuclear test from North Korea, having the exact opposite of its purported intended effect. It was noted that North Korean missiles test fired in "show of force" in connection with USS Kentucky's port visit flew at ranges compatible with those required for a strike on Busan. More than one analyst has noted that North Korea was "not backing down." A Hankyoreh article on this same topic stated under the headline- "Uncompromising attitudes on all sides are raising the risk of unintended clashes."
Also upon the visit, the military personnel present of either armed forces ROK or US, were not appropriately attired for the visit of a head of state. This just is more circumstantial evidence of the amateur nature of this staged political event/photo op.
(Source- OhMyTV 7.23 youtube)
President Yoon Seok-yeol, inexperienced in national security matters, a person known as a hothead, unable to control his temper, with the most powerful weapons system in the US nuclear arsenal as his prop, threatening North Korea with the end of Kim Jong-un's regime. Retired Col. Macgregor said this week, he doesn't believe there is such a thing as extended deterrence.

So far so good with the hurricanes
Let's hope for a minor year. El Nino has been helpful in that respect. Also plenty of dry air streaming out of the Sahara is holding down formation. Our music buddy in Flagler is debating about raising her house or possibly building another after several flood repairs. Here on the mountain flooding isn't an issue here at the house, but it is in the valley below. We've watched a few in the past. Always means road repair for me.
Take care and glad things are normalizing!

The Duran interview of Jeffery Sachs was very interesting. My takeaway from that was how distressed Sachs appeared to be toward the end of the interview. It seemed to me he signed off in a state of deep regret, agitation, and depression. Both the Alexes appeared to 'capische' his feelings and responded with kindness and what seemed to me gentleness. The whole situation that they were talking about is horrific. This whole problem is another additional rent in the fabric of humanity....or something. I don't even know how to express it. But all three of those people involved in that conversation seem to understand that.
Sachs kept repeating that this never needed to happen, he said it was an unnecessary problem that could have easily been resolved multiple times over the past [at least] twenty years. He ended by saying we need to stop the killing..."with a shred of honesty" we could have stopped it even as late as a week ago.
The Ritter piece was much the same. My takeaway from that is a picture of the tremendous waste and the wanton destruction and all of it unnecessary. The killing and the complete ruin of the people's lives in that country is just plain cruelty and evil.
I didn't mean to go into detail, just wanted to let you know I appreciate your work. I will continue to read but I can't ever seem to get in the conversation as it is going on. I don't want you to feel obligated to comment in return, I'm grateful for the time you have already expended!
A heart felt thanks...
I don't feel obliged to respond, but choose to do so. I appreciate people reading the WW, and hopefully finding something worthwhile as a take away.
This week's theme of plans going awry seems appropriate given the sinking likelihood of US hegemony. The other week the focus was incompetence, and to my mind the two go together. The lost of the USD as the world reserve currency may well spell the demise of US supremacy.
I hope you've been getting some rain this year after last years drought. Last year we had several 6+ inch rains, but not this year...it has been much more equally distributed this year. However all this week is called to be dry. We all ride the moisture roller coaster, and I hope your ride this year is better than last year. OTC mentioned they are dry.
All the best and thanks for your kind comment!

Well then
You asked about the rain situation in my area...well, it's not so good. The official record says that we have clocked in at 12.86" of rain since the beginning of the year. Our normal average by this time is supposed to be 18.43 ". We have had very hot temperatures with the past 14 consecutive days above 100 with a range up to 106. I'd have to check my calendar to see when the temps started hitting the hundreds, but I think it was towards the end of May. Anyway the plants and trees seem stressed for the second summer in a row. We are still in drought conditions, our aquifer is still low, and we are in what is called stage two water restrictions. I wish I could water all the trees but I can't.
I did read somewhere that 1/3 of the country is in the same position with these extremely high temps. That's a lot of hot.
I agree with you about the loss of status of the USD with regards to being the worlds reserve currency. I saw this in Naked Capitalism:

Looks like a whole bunch of other countries are figuring out a different way to do business. USD no longer required?
Thanks again Lookout, hope you have a great week. Enjoy the outdoors, I know I am. The mornings here are lovely [that is up until 9:00 am] and if you go out late enough at night it can be very pleasant [especially if you get lucky and catch a breeze].
edited to add that I forgot....there are virtually no mosquitos with this heat and lack of rain....that could be considered a bonus for people? The downside though, ....not so good for bats.
Good and bad in most everything...
Bet the bats are finding other insects besides sceeters...hope so anyway.
