I have this vague theory forming, and it is elegant in its simplicity.
Trump wants to improve relations with Russia because he's being paid to. He's trying to weaken NATO because he's being paid to.
Clinton has never done a damned thing that she wasn't paid to do. If her goal is to help strengthen Russia, it's because she's being paid to.
If Trump wants to clamp down on Iranian oil exports and thus drive up the price of oil, it's because he's getting paid to.
The Syrian pipeline war has been a failure. Nord Stream 2 is going to be completed and Russia will be Europe's preferred natural gas vendor. There is no point in threatening war with Russia now, Russia won. Now it's time to be business partners with the winner and cash in.
All of this seems confusing because we're in the middle of a rewriting of history. Oceania is now allied with Eurasia, and has always been at war with Eastasia.
The political right calls statements that we were once at war with Eurasia "fake news", the political left calls such statements "conspiracy theories".
The true treason is questioning Big Brother.

President Vladimir Putin opened the Crimea Bridge — reconnecting Russia's 200 year old Naval Port with the Russian mainland. President Putin led a convoy of trucks across the 19km-long structure which is the longest bridge of its kind in Europe.

Construction began shortly after Crimea held a Referendum vote to reunite with Russia in 2014.

The US has put a blockade on food and medicine arriving in Crimea by ship, and Russia has no road access through Ukraine, so other arrangements had to be made.

The original floating bridge was destroyed in WWII, while Russia was busy defeating the Nazis so the US could claim victory and create NATO. Thus, Crimea and Russia's only warm water Navy port at Sebastapol had to be supplied by another part of the Soviet Union — Ukraine. Crimea was put under the oversight of Ukraine by Khrushchev in the late 1950s, much to the horror of Crimea's ethnic-Russian population, who did not speak Ukrainian. But Khrushchev was born and raised in Ukraine, and had a sentimental attachment to the area. After many decades of petitioning and lawsuits, the Crimeans have finally been reunited with their homeland.

In a way, Hillary's SoS was the wind under their wings, so I guess she would expect part of the tolls be diverted to her family foundation.

Increasing cooperation between the two peace-seeking nations prompted expressions of new accords:

Vladimir Putin made a bombshell claim during Monday's joint press conference with President Trump in Helsinki, Finland, when the Russian President said some $400 million in illegally earned profits was funneled to the Clinton campaign by associates of American-born British financier Bill Browder - at one time the largest foreign portfolio investors in Russia. The scheme involved members of the U.S. intelligence community, said Putin, who he said "accompanied and guided these transactions."

Browder made billions in Russia during the 90's. In December, a Moscow court sentenced Browder in absentia to nine years in prison for tax fraud, while he was also found guilty of tax evasion in a separate 2013 case. Putin accused Browder's associates of illegally earning over than $1.5 billion without paying Russian taxes, before sending $400 million to Clinton.

After offering to allow special counsel Robert Mueller's team to come to Russia for their investigation - as long as there was a reciprocal arrangement for Russian intelligence to investigate in the U.S. (corrected link), Putin said this:

For instance, we can bring up Mr. Browder, in this particular case. Business associates of Mr. Browder have earned over $1.5 billion in Russia and never paid any taxes neither in Russia or the United States and yet the money escaped the country. They were transferred to the United States. They sent [a] huge amount of money, $400,000,000, as a contribution to the campaign of Hillary Clinton. Well that’s their personal case.

It might have been legal, the contribution itself but the way the money was earned was illegal. So we have solid reason to believe that some [US] intelligence officers accompanied and guided these transactions. So we have an interest in questioning them.

This Putin-directed humanitarian outrage must not be allowed to continue, must not be allowed stand. Putin must not be further empowered to pursue his “attack America” agenda … which is now directly targeting American (and British) citizens … like Ambassador McFaul, and patriot Bill Browder.

As you stated that Browder played congress who then passed the Magnitsky Act. But I'm pretty sure that he didn't tell congress how he made his money before fleeing to the US?
