Feeding the hungry in Eugene, Oregon

Rumor has it that the city of Eugene has been extorting enormous amounts of money in "permit fees" so that this group can feed the hungry. Something like $75/ day amounting to $15,400 per year, or at least that's the discussion on Facebook. Does anyone here know anything more about this?
The ruling classes need an extra party to make the rest of us feel as if we participate in democracy. That's what the Democrats are for. They make the US more durable than the Soviet Union was.

but groups that feed the poor and homeless have been persecuted for as long as I can recall, but TPTB need something that they are in violation of in order to legally harass them very much, hence permits and fees.

The Korean travelogue today from which I learned this saying was primarily about the Hongqiqu Scenic Area in Henan near Anyang.
