Putting shareholders first is exactly why governments should never be operated like a business, and why all businesses needs to be heavily regulated. When faced with a choice, they will not do what is right. They will do what is profitable every time.

EDIT 2: I notice how, in the text you quoted, the speaker/writer considered that "business logic" put shareholders ahead of customers. This is the core reason behind the truth of what you said about it. Businesses should put customers (including potential ones) before shareholders. But most stockholder-owned businesses don't, resulting in the "anything for fast profits" mentality.
