In Part 1 of this series, we learned that the joint efforts of Catherine Austin Fitts and Dr. Mark Skidmore have identified a total of $21 Trillion worth undocumentable adjustments between 1998 and 2015 in the budgets of the Department of Defense and Housing and Urban Development.

Was he just doing so based on overriding legislation passed by Congress or was he overriding Constitutional dictates?
