GATS makes it so they HAVE to be, it prohibits anything that was affordable. Its a one way street to privatization of everything. If tax money is involved its forced to be horrible for "we the people". Its been that way since the 1990s

How many actual affordable units have you seen built since 1995 that actually were affordable for poor people? I would be willing to bet its zero. Politicians now are churners. But Biden is always the consummate operative. See how he dished the progressives ( not that the present bunch are not easy to fool ). To win their whole-hearted support during the primaries --- after which, where else were they going to go ? I mean Trump --- he proposed to save the world; this would at a minimum cost an unaffordable $6 billion [ although large corps treat such billions as ordinary millions nowadays ] which he halved once, and then cut again.

But yet again: Joe had a great friend, also named Joe, of long standing, and at the same capitalist right-wing edge as his boss. It came down to the edge thanks to the arcane rules adhered to, and Joe B. needed Joe M.'s --- and another person's --- vote to pass that bill.
Had it passed: Biden would be stuck with implementing it and spending so so much money --- though to be sure, much of it was on education, a great love of all democrats especially if they are doing the educating of the masses instead than vice versa, rather than climate change or eradicating poverty or universal income or housing et al.
But if Joe could persuade Joe to cast his vote against Joe, whilst assuring the progressives he knew Joe and could probably persuade Joe to give in once persuaded by such an old, old friend, and get Joe to unremarkably vote against the bill the bill would fail gracefully. Joe B. would get the credit for a noble failure, crush his progressive allies, and all the blame could be directed to the willing shoulders of Joe M., who still get the reward of having protected coal and a reputation of a modern Cato, no matter what unimportant hate he weathered.
