Institutional discrimination occurs when that negative or unfair treatment takes place at or is performed by an institution as a result not of individual belief but as a result of the structure, organization, or practices of that institution.

The protesters’ anger was fueled, at least in large part, by the Baltimore police department’s long history of ugly violence against the city’s residents and a pattern of officers facing few, if any, repercussions. But the protests also take place in the context of a city that has been ravaged economically, most recently by the foreclosure crisis and predatory lending.
'Structural Looting' of Black Communities Driving Protesters to Baltimore Streets
As people across Baltimore prepare for another day of mobilizations to demand justice for the late Freddie Gray, voices from the city's grassroots are calling for broader U.S. society to dig beneath the police and media spin of "looting" and "protester violence" and listen to expressions of outrage and demands for deep change emanating from the streets.
"The systemic oppression we're seeing is the result of decades of people ignoring the cries of black people in Baltimore," Adam Jackson of the Baltimore-based grassroots organization and think tank Leaders of a Beautiful Struggle told Common Dreams over the phone. "People are moralizing about trash cans getting burned. But you should moralize on why black people are being killed by police. Talk about structural oppression."
MARYLAND LEGISLATOR DISCUSSES TAKING FOOD STAMPS FROM PARENTS OF PROTESTING YOUTH
Maryland State legislator Patrick McDonough, the guest host of a drive-time radio program on Wednesday morning, discussed the possibility of revoking food stamps from the parents of protesting Baltimore youth.
Later during the same broadcast, McDonough called for a “scientific study” of what he called the “thug nation” in the black community. McDounough is a Republican member of the state’s House of Delegates who represents a suburban area northeast of the city.
Governments and police departments are run by social networks, commonly known as "good ole boy networks". These networks rig the system to their own advantage. It is an abomination that police forces can suffocate a community with heavy handed policing practices.
Structural and Institutional Racism Exists Within Police Forces
The Ferguson grand jury operated in an unorthodox way in the Darren Wilson case: The prosecutor, Robert McCullough, presented all the evidence and then took a hands-off approach designed to shift responsibility for securing an indictment from himself – the government – to a group of citizens. That’s not a legal failure, that’s politics.
And it isn’t a few bad apples on police forces, it’s the way that officers are trained to see communities of color as war zones and to behave like occupiers.
Police officers are so rarely held accountable for killing even unarmed black and brown people, that no one was really surprised at the outcome this time. People have lost faith in the system, which repeatedly tells them black lives don’t matter.
Police perpetuate violence with impunity. The legal system protects their malfeasance.
When nonviolence is preached as an attempt to evade the repercussions of political brutality, it betrays itself. When nonviolence begins halfway through the war with the aggressor calling time out, it exposes itself as a ruse. When nonviolence is preached by the representatives of the state, while the state doles out heaps of violence to its citizens, it reveals itself to be a con. And none of this can mean that rioting or violence is "correct" or "wise," any more than a forest fire can be "correct" or "wise." Wisdom isn't the point tonight. Disrespect is. In this case, disrespect for the hollow law and failed order that so regularly disrespects the community.
Baltimore and the Human Right to Resistance: Rejecting the Framework of the Oppressor
Anti-Black racism, always just beneath the surface of polite racial discourse in the U.S., has exploded in reaction to the resistance of black youth to another brutal murder by the agents of this racist, settler-colonialist state. With the resistance, the focus shifted from the brutal murder of Freddie Gray and the systematic state violence that historically has been deployed to control and contain the black population in the colonized urban zones of North America, to the forms of resistance by African Americans to the trauma of ongoing state violence.
The narrative being advanced by corporate media spokespeople gives the impression that the resistance has no rational basis. The impression being established is that this is just another manifestation of the irrationality of non-European people—in particular, Black people—and how they are prone to violence. This is the classic colonial projection employed by all white supremacist settler states, from the U.S., to South Africa and Israel.
Are our inner cities approaching the breaking point? Has constant harassment and mistreatment put communities on edge?
The images on the news of police wearing helmets and masks, toting assault rifles, and riding in mine-resistant armored vehicles are not isolated incidents—they represent a nationwide trend of police militarization. Federal programs providing surplus military equipment, along with departments’ own purchases, have outfitted officers with firepower that is often far beyond what is necessary for their jobs as protectors of their communities. Sending a heavily armed team of officers to perform “normal” police work can dangerously escalate situations that need never have involved violence. Yet the ACLU’s recent report on police militarization, “War Comes Home,” found that SWAT teams, which were originally devised as special responders for emergency situations, are deployed for drug searches more than they are for all other purposes

On Monday, the country watched as a band of outside agitators descended on the streets of Baltimore, attacked locals with blunt force, intimidated innocent bystanders, and even threw rocks at native residents. Every day, these gun-toting rogues come from as far as New Jersey and Pennsylvania to intimidate the good people of Baltimore, forcing communities to cower under the threat of violence. The agitators are known for their menacing dark blue garb, hostile behavior and gangland-style codes of secrecy and silence. Though many of these ruffians have attempted to conceal their identities from their victims, they can be easily spotted by the badges that signify membership in the widely feared Baltimore Police Department.
According to data posted on the city of Baltimore’s OpenBaltimore website in 2012, over 70 percent of Baltimore Police Department officers live outside city limits, with at least 10 percent living over state lines, in places as far away as New Jersey and Pennsylvania. By contrast, almost all of those arrested in ongoing protests sparked by the police killing of the unarmed Baltimorean Freddie Gray reside firmly within the city. These facts were apparently lost on Baltimore Mayor Stephanie Rawlings-Blake when she blamed “outside forces” for all the looting of local businesses and attacks on cops. Similarly, the Baltimore Police Department claimed that “outside agitators continue to be the instigators behind acts of violence and destruction,” even as it conceded in the same statement that “the vast majority of arrests reflect local residency.” No evidence of outside agitation was produced by the mayor or the police, and none was demanded by much of the media covering the ongoing troubles.
So, the Baltimore police do not have a vested interest in a healthy community?
Freddie Gray arrest witness accuses police of intimidation
Ater Baltimore officials appealed for help in the Freddie Gray investigation, police released a photo of a witness to the arrest and asked him to come forward.
Kevin Moore, 30, said Saturday that he is the man pictured in the photo, but he is angry about the release. The West Baltimore man — who captured part of the arrest on a cellphone video — said he believes police released the photo to intimidate him.
"What is so important that you have to plaster my picture over the Internet? I've already spoken," Moore said, adding that he had talked to internal investigators in the Police Department. "How do you not know that picture is me?"
Where are the reasonable voices? No political leaders have reigned in the systemic mistreatment of the community.
Ruthlessly wielding its power over those who dared to take to the streets to challenge it, Baltimore judges and other law enforcement officials have come down insanely hard on protesters, suspending habeus corpus to prolong holding uncharged suspects, setting wildly excessive bail amounts - $500,000 for the 18-year-old kid widely seen smashing the state in the form of a cop car, and disappearing at least one peaceful activist, on live TV yet - abuses that in fact help shine a spotlight on the venal, broken system that sparked it all.
Maryland’s new GOP Gov. Larry Hogan quickly set the tone for the city's punishment phase when he effectively suspended the state’s habeas corpus law, which limits detention without charge to 24 hours, in a legally questionable move he said was “necessary to protect the public safety” - thus providing a handy mantra for the abuses that followed. Most of the over 230 people picked up in the streets had been languishing in jail in reportedly harsh conditions - overcrowded, no food - without charges or police reports to explain why they were there. The backlog was made worse by the inexplicable closing of three of four district courts for no apparent reason. On Thursday, legal pressure forced the release of over 100 suspects, about half of those held. Officials were unrepentant: A top cop defended the "legal arrests for acts of violence," and a top jail official insisted he was "not aware of any problems whatsoever."
Know the Facts About Capital Punishment
Capital punishment does not work. There is a wealth of mounting evidence that proves this fact.
The death penalty, both in the U.S. and around the world, is discriminatory and is used disproportionately against the poor, minorities and members of racial, ethnic and religious communities. Since humans are fallible, the risk of executing the innocent can never be eliminated.
Furthermore, the astronomical costs associated with putting a person on death row – including criminal investigations, lengthy trials and appeals – are leading many states to re-evaluate and re-consider having this flawed and unjust system on the books.
Capital Punishment: Our Duty or Our Doom?
About 2000 men, women, and teenagers currently wait on America's "death row." Their time grows shorter as federal and state courts increasingly ratify death penalty laws, allowing executions to proceed at an accelerated rate. It's unlikely that any of these executions will make the front page, having become more or less a matter of routine in the last decade. Indeed, recent public opinion polls show a wide margin of support for the death penalty. But human rights advocates and civil libertarians continue to decry the immorality of state-sanctioned killing in the U.S., the only western industrialized country that continues to use the death penalty. Is capital punishment moral?
Capital punishment is the ultimate state sponsored violence. Until the death penalty is eliminated, no politician has standing to preach non-violence.

Bernie Sanders is not on board with ending the war on drugs.
He said he'd "review" legalizing pot, and the other drugs are "bad". What the hell is there to review? Now he sounds like every other conniving politician. Because he has heroin addicts in Vermont, the rest of the country has to put up with his heart-felt emotional bullshit? Bet he has alcoholics in Vermont too. Maybe he ought to review Prohibition while he's at it. Good thing I found this out before I took out my wallet. I made a vow to myself. I'm done compromising, and I'm not voting for anybody who doesn't represent my values and priorities. If I can't have what I want, then I intend to help blow the freaking country up by voting for whatever asshole the Republicans run. The sooner this country implodes, the sooner the sane people can put it back together again. What a huge disappointment this is. Shame on Bernie Sanders.

and I hope that the debates don't evolve into mud-slinging like they did during the Obama versus Clinton contest. (I was only a lurker at DKos during that race, although I had registered there many years before.) Heck, at times, what I observed was near hysterics.
I don't carry water for any Party. I've been up front about this, since I began actively blogging about four years ago.
After we observed the Dem Party establishment destroy Governor Howard Dean, Mr M and I considered ourselves to be nonpartisans. BTW, we were members of two DFA Chapters at the time, and had been loyal Democrats our entire lives.
Frankly, I believe that it is overblown about Vermont being a 'liberal' state. IMO, that is true of much of the northeast and New England (today). But, that's a topic for another day.
Please allow me to point out that Representative Peter Welch, who replaced Senator Sanders, is a staunch, if not rabid, "No Labeler." He's a solid fiscal conservative/neoliberal. Sorry, if that's a bit strong, but it's true.
For the record, I like Bernie Sanders. And with only a few exceptions, agree with his political stances.
If I do decide to vote in the Dem Party primary, it's fair to say that there's a 99% chance that I'll vote for him. (I do want to hear from all the candidates, though, before committing to anyone.)
My point is this--if/when I post a video/transcript/excerpt from a media outlet that shows a less than progressive stance (of Sanders'), I am not attempting to personally attack him.
My goal is to simply advance the truth.

I'm not sure I can act on this as you mention. But stasis/gridlock means maintaining the status quo, and Climate change means a potential extinction event. So something that breaks the cycle of gridlock in DC, in the long run is desirable. 20 more years of gridlock means inaction on climate change, and that is just unacceptable.
So give the car keys to the GOP, they will drive it off the cliff. I think we can trust in that happening.

You know how the Social Democrats struggle in Germany
On global warming, NATO wars, re-nationalizing (de-privatizing) of infrastructure, soft-drugs reform, etc. the SPD's positions seem wishy-washy and tired.
Nowadays especially so, since in Berlin the Social Democrats are partnering with the German Right in a grand coalition.
Constrained by America's two-party system, in effect Bernie Sanders has chosen the SPD as his vehicle rather than the Greens or the Left.
If Bernie Sanders isn't both careful and forceful, he can soon end up in a similar position to the SPD in Germany — perceived as vaguely "left," but wishy-washy, as are the lackluster Social Democratic leaders who unsuccessfully ran against Helmut Kohl and have run against Angela Merkel.
I know that very well, but contrary to the US
in Germany you can vote for the Greens, die Linke etc. and hope that their influence comes into play when the SPD needs to build a coalition with them. (right now the SPD is so weak and in a coalition with the CDU, it's not even worth mentioning as a social leftist force) In the US Bernie Sanders has no third party to vote for, that would help him in any way to influence anyone, because of your electoral laws, electoral college. There has to be changed so much in your system that Bernie has probably no other chance than doing what he has done now, running as a Democrat. The big question is how to change your system, not only citizens united but also the electoral college. I think for that kind a change there needs to be a massive movement. And I don't see that yet.

hi mimi. i think that what you are hearing is the frustration of people who have been marginalized, put down and lied to for so long that our bullshit detectors are set on kill.
i think that bernie is a decent guy. i think that he means well. i think that i am done with accepting uncritically the word of politicians that they are "progressive." bernie does have quite a lot of credibility, especially on economic issues, but there are other, very important issues to consider.
i expect to differ with bernie on a number of key issues. i don't know if it is possible, but i want to engage bernie in a dialogue on the issues where we disagree and see if he will move on those issues.
the election is a long way off and i will be very carefully considering the green party candidate with whom i expect to have more areas of agreement with than bernie.

I hear you and think I understand, I don't know enough
about Sander's view points to be certain I wouldn't disagree with him on issues. I have no idea how "independent" and "courageous" he will be in foreign policy issues or is willing to introduce major changes to the electoral laws.
I just was a bit shocked about what has been written about his old records on votes for or against wars. I will try to study that and make up my mind about it. All the wars in the 1980 ies to 1999 I have no insight about. I need to read that first. so, I am aware of all my "holes" in knowledge about Bernie Sanders.
To me the word "Progressive" means nothing much. I mentioned that several times in the past and people weren't that happy about it. I want to see the word "Social or Socialist" being used, proudly. I want the word "Democratic" used and the word "Equality". I am apparently the only one who posted a "critical comment" on gos in Word of Actions diary = Bernie Sanders Agenda for America here . So I don't see myself as someone who "falls easily for campaign rhetoric", nor as someone who doesn't listen to critical voices. But heh, it's just a day after his announcement. And we have over 400 days to "rip him apart" if it's needed. I thought may be we just enjoy a bit his decision for a day or so.... With regards to the Green Party, I don't know much about. I remember that German TV never went into reporting about them, I remember just one or two speeches by Jill Stein and was amazed how good she was. When you would hear how even our German main stream media producers marginalized her, you would be shocked, I hated their arrogance. It's so sad. I was not aware that Nader was with the green party in the past.
I am very interested to know what you don't agree about with Sanders. Looking forward to hear about it.And also what is so compelling to you about the green party that you would vote for them even if the vote is - as the campaign "Gurus" say- a "lost" one.
If I could vote, I would vote for those who are the most sincere about changing some election laws, electoral college, Senate and Congress laws, campaign finance laws etc (not only citizens united). So far Bernie has just talked about citizens united, so have others, so far only words and no explanations how they would make the changes.

Is there any program other than the Windows notepad, that would work for typing comments, then copying them to various blogs? (Notepad confuses me, so I don't use it.)

Aside from using the program for drafting blog comments, I'd like to be able to store repetitive information/phrases in an easily accessible receptacle and format, so that I'm able to copy and paste repetitive "stuff," as needed.
For instance, the DKos signature line is quite limited in characters. So, I'm wondering if it is possible to create a "visit us at caucus99percent.com" link, which can be attached to various comments [when I commenting in the DKos main blog]. IOW, I would copy and paste the link below the last line of my comment, so that it would appear just above my signature line. It would be like creating an 'extended signature line,' if that makes any sense.
If I can't make that work, I may touch base with you this weekend, to see if you have any suggestions.

Yes...
the link could easily be inserted automatically using the macro function. I use macros all the time in the NotePad++ program when I do the EBs. I have all the most used common HTML and other repetitive text entered as macros so a click of a mouse enters the whole string so it need not be typed out every time. That saves tons of time and work. Basically what you do is enter the string of text as a macro and save it with an easy to remember label, then when you need it you just click the label and the text string automatically enters where ever the mouse cursor is. if you need help with macros let me know, they are really not that hard to do once you do one.

Already, this program makes more sense to me than the Microsoft Notepad did. For whatever reason, I rarely could find files that I saved using the other program.
I've created a desktop folder for this NotePad + + program. No problem, so far.

It's really easy. Mollie...
Select "Macro" in the toolbar, then select "Start Recording", then carefully type the text string you want saved as a macro, then select "Stop Recording". Then select "Save Current Recorded Macro", give your new macro a name that's easy to remember and then select "OK" and you're done. Now the next time you select "Macro" in the toolbar you'll see your newly created macro listed, select it and the text string will appear where ever the mouse cursor is.
I have lots of macros, mostly HTML tags.
I usually just select "Save" and the file will save right in the NotePad++ program, so when you select the "Open" folder icon in the toolbar a dialogue box will open and your saved file will be right there. Double click it and it opens in the NotePad++ interface. Quick and easy.
When you copy/paste from NotePad++ the syntax stays exactly the same whereas in Microsoft Notepad the syntax doesn't layout correctly.
This is one super program and it's free. I write all my Evening Blues code and text with it, it insures that it wont be lost and lays out perfectly in the website text editors.

First...
write the whole string of code and make sure it works and then type that string exactly for your macro.
You probably wont be able to modify the existing macro, you'll have to delete it and write another one.
I thought I saw the code a minute ago, but
now I don't see it.
At a glance, it looked like the same code that that I use at DKos for my hyperlink to my hiddennplainsight blog.
I'll copy it from DKos, and see if it works in the new Notepad program.
If it doesn't, I'll check back with you later this afternoon, and see if I can get it from you. Seems like you told us the code, back in January, but my memory is awful, and I can't remember it. It starts with href, or something like that.

the permissions thing, Mollie. Is your user account on that computer an administrator account? It could also be a folder permissions problem. And it could very be the Windows UAC (User Account Control) that's causing the error message. Google any of those for more info.
I will. First I'll mess around a bit more with the macro.
If all else fails, I'll check out the status of my user account. It's probably a default setting, since I rarely make changes in areas like that. The even older laptop has several user accounts. I'm thinking that we didn't even setup any additional accounts on the last two laptops.
Actually, I'm not sure where to check to find out if the setting is set to "Administrator."

Went to "save recorded macro," and set it to Alt + Shift + Spacebar, so now I just place the cursor, hit the combination, and paste without going into the Notepad program.

you can't copy and paste a macro, you must type it in character by character. Your URL is wrong in your sig line above, the URL should be only http://caucus99percent.com

it goes to the correct page now. Did you get the macro to work? If not follow my directions above exactly, type in the code you've written for your sig line and it will work.

Do I select between between alt and crl + shift, and then make a selection on the other symbol?

a hotkey is optional, you don't have to if you don't want to. All you need is a label. But if you do want to create a hotkey, yes you have to select the other symbol.

I think I'll try to make a few more of these macros. Could be a real time saver.

(Apparently, the code is a little different for Drupal and WP. As it is, I have the macros for both, though, which is good.)
