CIA's new target--brain hacking, part 2, rationale
In Brain hacking, part 1, I pointed out some of the technology, with lots more technology to be discussed, so that you may see how close to reality this idea is. The technology exists and just needs refinement. Don't doubt for a moment that the CIA is working on it.
The core of part 1 is based upon mind-to-mind communication.
Hasson has found that a listener's brain activity actually mirrors the speaker's brain when he or she is telling story about a reallife experience. And higher coupling is associated with better understanding.

I prefer the term mind-to-mind as opposed to brain-to-brain because so far the technology has yet to show promise of affecting deeper structures like the hypothalamus (autonomic control) and deeper parts of the limbic (emotional control) system.
So technology, though robust, still lags behind implementation. The rationale to do this is already spelled out in some of the leaked VAULT 7 documents. Of the 8500+ pages released so far (less than 1% of the total tranche) lies some interesting information.

Amongst the leaked information is mention of a CIA department of meme warfare:
Memes as defined above are cultural bits of information replicated and transmitted from mind to mind. Memes influence, affect [sic], generate and alter ideas.
The documents leaked include a proposed structure of this meme warfare center in the CIA:
Thus we have two pieces of information that confirm a rationale to brain hacking: mind-to-mind alteration vis a vis a Meme Warfare Control center within the CIA combined with the technology partially discussed in part 1.

I Don't Think 'affect' Was a Typo.
Affect is psych term for an emotional experience. This happens with many, many stimuli.

They call that empathy. You can tell a psychopathic personality by the fact that they cannot understand this, having none themselves. The brainwaves become similar as the listener puts themselves in the other's place, so of course a more empathetic listener will understand more.

I try not to look at her very much. Besides, she is almost as
much of a shape shifter physically as she is ideologically.
For years, I had not seen two pics in which she looked the same or anywhere near the same age. Mysteriously, even on TV she had no wrinkles or sagging skin. I have no idea how she managed that, but it was all very creepy.
It improved some during the general, when we finally saw pics of her that probably show her something like what she looks like now.

What I am talking about here is influence-at-a-distance. In other words, it would be completely involuntary and possibly unknown by the target. Stay tuned for some more tech stuff on how I believe this could be done.
