EXCERPTS: As the Chair and Vice Chair of the Commission on the National Defense Strategy for the United States, we are pleased to submit the Commission’s final report to Congress and the President.

Over the course of our work, the Commission met with the senior civilian and military leaders of the Department of Defense and other departments; congressional leaders from rele- vant committees; private sector representatives; former government officials; experts in the think tank, academic, and federally funded research and development center communities; and foreign allies. We found near-unanimous recognition of the significant challenges to U.S. national security and broad agreement on the need for substantial and wide-ranging change. Our meetings reinforced that people across and outside government are talented and dedicated to U.S. national security but are impeded by systems that are outdated, bureaucratic, or too political to move with the urgency required. Our recommendations address these systems, not the dedicated individuals within them.

The United States faces urgent and monumental challenges. Meeting them will require bold leadership, consensus, and the willingness to change course.

In Congress, a number of elected officials have imposed continual political gamesmanship over thoughtful and responsible legislating and oversight.
