Bill Clinton unveils projects to aid Puerto Rico, Caribbean in wake of deadly hurricanes

Former U.S. President Bill Clinton announced dozens of projects Tuesday aimed at helping Puerto Rico and other Caribbean islands recover from a deadly 2017 hurricane season as part of a two-day conference in the U.S. territory organized by his foundation.

Those at the conference included nonprofits that pledged to help provide clean water in the event of another disaster, build a hurricane resistant, solar-powered library and launch an in-home therapy pilot program, among other projects.

Many in the private sector promised to deliver several solar projects, including one that would make the Puerto del Rey marina in the island's northeast completely solar powered and another that would provide solar panels and a battery bank to the emergency management office in the Puerto Rican island of Vieques, which is still running on generators more than a year after Maria.

Clinton arrived in Puerto Rico on Sunday along with former Secretary of State Hillary Clinton and their daughter, Chelsea, the foundation's vice president. On Monday, the Clintons met with Gov. Ricardo Rossello and toured parts of the island still struggling in the hurricane's aftermath. They also met with farmers, fishermen and small business owners in the southeastern part of the island, which is struggling to emerge from a 12-yearlong recession as its government tries to restructure a portion of its more than $70 billion public debt load.

Where did the money go?

It turns out that almost none of the money that the general public believed was going to Haiti actually went directly to the country. Only one percent of the money went to the Haitian government. Likewise extremely little went to Haitian companies or Haitian non-governmental organizations (NGOs). Haitians, by and large, were not even consulted about the relief efforts. Most of the money that was spent went to outside governments, international aid agencies, and big, well-connected non-governmental organizations. Some went to for-profit companies whose business is disasters. A lot of the pledged money has never been actually put up. And a lot of the money that was put up has not yet been spent.

Haitians, whether through their Haitian government, Haitian NGOs, or Haitian companies, have had no control over how the money in Haiti has been spent. Despite a near total lack of control, it is likely that the failures in Haiti will be blamed on the Haitians themselves in the typical “blame the victim” fashion. Haiti will be blamed by the international community despite poor planning, poor execution, and the siphoning of funds by international NGOs and private companies.

Mrs Clinton was Secretary of State and Mr Clinton was UN Special Envoy to Haiti when the January 2010 earthquake struck, killing an estimated 220,000 people.

Some $13.3bn (£10.9bn) was pledged by international donors for Haiti's recovery.

Mr Clinton was appointed co-chairman of the Interim Haiti Recovery Commission (IHRC), along with Haitian Prime Minister Jean-Max Bellerive.
