I am not ure who runs WND.com , and it seems like its a bit on the tin foil hat side of the political spectrum. But, the following needs investigation and/or investigation. Is it true the HIV drugs are paid for by airline taxes??? If true was this money channeled through the Clinton Foundation? If it was,how can skimming be proved? Which "pharmaceutical companies" are profiting?

According to the UNITAID website, CHAI. established by President Bill Clinton in 2002, approached UNITAID, created in 2006, “to reach groups in developing countries that were neglected by HIV drug markets,” resolving to combine forces in 2008.

The UNITAID-CHAI joint venture’s goal was to combine UNITAID’s innovative financing that relied on levies charged on airline tickets in participating countries with CHAI’s entrepreneurial approach to getting international pharmaceutical companies to produce antiretroviral, or ARV, drugs throughout the developed world at prices discounted because of the massive scale of the market.

“The deal positioned the Clinton Foundation to have access to hundreds of millions of dollars from what amounted to a tax imposed on millions of average airline passengers,” explained Ortel.

“The Clinton Foundation financial reporting strongly suggests the Clintons were able to skim off for their personal use tens of millions of dollars from the funds WHO sent to CHAI from UNITAID levies,” Ortel said.

Confirmed: From the UNITAID site: UNITAID receives its funds through airline ticket taxes or regular budget contributions. Countries implementing the airline tax include Chile, France, Madagascar, Mauritius, Niger and the Republic of Korea. Norway allocates part of its tax on carbon dioxide emissions from air travel to UNITAID. UNITAID's membership grew from five countries in 2006 to 29 countries and one foundation in 2008

I want to add that it is the Gates Foundation that is the member, not CHAI. UNITAID DONATES MONEY TO THE CLINTONS, NOT VIS-VERSA

CONFIRMED: Detailed information provided to me by Ortel – and which I carefully reviewed and confirmed -- shows that the Clinton Foundation has received more than $1 billion over the years to purchase HIV/AIDS drugs for poor people in Africa, Asia and elsewhere. The leading donors to the foundation to support this admirable goal include the Bill & Melinda Gates Foundation and UNITAID.

However, a unit set up to receive the money – the Clinton Foundation HIV/AIDS Initiative Inc., which was run by Ira Magaziner, a Clinton administration veteran with close ties to Hillary – clearly spent far, far less than it took in. In fact, the unit’s accounting methods and operating practices were so shoddy that its license was revoked by the state of Massachusetts, where it was headquartered.

UNITAID alone reported donations to the Clinton Foundation of about $341.5 million during that period while the Clinton Foundation claims it spent about $215.4 million.

When Massachusetts shut down the HIV/AIDS Initiative unit, the Clinton Foundation simply folded its operations into its own and pretended nothing had happened. All of this was flatly illegal, but the IRS, whose tax-exempt wing was led during most of the relevant period by Lois Lerner, did zero. Obama’s Justice Department investigated Lerner on unrelated charges, but never filed charges.

So, am I reading this right? The Clinton's figure out a way to tax the middle class airline passenger, the tax is given to an NGO who donats it to Clinton. Clinton wheels and deals with his big pharma buddies, all of whom also donate to Clinton, to sell cheap, mass produced HIV drugs, at a profit to big pharma.

And while handling UNITAID's money the Clinton's skim off a third, thats over 100 million dollars.

Charity Navigator, which rates nonprofits, recently refused to rate the Clinton Foundation because its “atypical business model . . . doesn’t meet our criteria.”

Charity Navigator put the foundation on its “watch list,” which warns potential donors about investing in problematic charities. The 23 charities on the list include the Rev. Al Sharpton’s troubled National Action Network, which is cited for failing to pay payroll taxes for several years.
