So trump has 2%. The left side of the probability distribution will end at 0 (by definition of probability). That means that the right side of the probability distribution will be heavily skewed to the right (higher) side in order to integrate the area under the curve to 1.00.
So instead of 2+/-4, it's more like 2 (-1.0, +6.0).
Thus, anywhere from [1.0, 8.0] at a 2 sd level.
