Henri, Grand Duke of Luxembourg? Among his honors is Grand Master of the military and civil Order of Adolphe of Nassau.

Grand Duke Henri is Commander-in-Chief of the Luxembourg Army, in which he holds the rank of General. He is also an Honorary Major in the British Parachute Regiment. (So he's entitled to the swords, which are only found on the military version of the badge.)
