I see the Red Rose of Lancashire, White Rose of York, the Cross of St. George - which all leads to Tudor England.

The black eagle, however, is Germanic.

Besides Anne of Cleves, what other royal person would use the intertwining symbols of England and Germany?

Okay, I'm baffled. Whose flag or coat of arms is that?

Edit: I found info on the House of Savoy from the word FERT that is repeated in the circle, plus a white cross on a red field:

The coat-of-arms (and therefore the banner) described here is the Royal Arms of the Savoyard Monarch of Italy, still in use by the current theoretical heirs to that Crown, HRH the Prince of Naples, de jure Vittorio Emmanuele IV, and his son Emanuele Philiberto di Savoia, Prince of Venice.

The blazon of the arms proper: "An Eagle displayed sable and beaked gules; an Escutcheon gules, a cross argent."

The cordon and badge are those of The Supreme Order of the Most Holy Annunciation, of which the rightful bearer of these Arms is the Grand Master and Sovereign. The order has several Mottoes, all of which are engrammed F.E.R.T. (See linked article.)
