So what she's saying is,
Russia hacked the 2016 election and therefore we need paper ballots. For those in favor of paper ballots, that might seem nice. For those against US imperialism, the military industrial complex and cold or hot war with Russia, that doesn't sound so nice. She also indicates we live in a democracy and that paper ballots will insure "our adversaries" don't ruin our great system. Which is bullshit, the greatest threat to democracy in this country is the duopoly political system.

is one of Gabbard's strongest points of contention. Her Stop Arming Terrorists Act was co-sponsored by 14 out of 435 members in the House. When it was introduced by Rand Paul in the Senate, it received zero co-sponsors. There were none, last time I looked a month or so ago. That zero would include Senator Sanders.
