Yup, Twitter made a massive sales pitch to RT encouraging them specifically to spend around the 2016 campaign. Later, when the whole Russiagate thing happened, they turned around and banned RT. So RT figured, "Hey, since we're banned anyway, we might as well publish in full the sales pitch Twitter made.
