There's more at the link about costs and such, it's only a proposal but OMG! Finally a landlord and business owner who has the guts to respond. These are the people who can help actually solve the issue, which is not enough houses, since forever. Duh. Let's see how far they get without lobbyists and speculators(banks) sabotaging progress.
