Moral Idiocy
Moral Idiocy is not something this writer, creative as he is, has simply made up. It is a real concept in psychology that has been around for over a century.
Long story short:
Moral idiocy[′mär·əl ′id·ē·ə·sē]
(psychology)
Inability to understand moral principles and values and to act in accordance with them, apparently without impairment of the reasoning and intellectual faculties.

The key word here is “understand.” It is not that moral idiots do not know, intellectually, that something called morality exists, but rather they cannot understand its applicability to their lives, particularly their professional lives.
For example:
Here is how Talbot describes what, for us, is the relevant part of his interview with Kissinger:
“I told him I had just interviewed Robert McNamara in Washington. That got his attention. . . . and then he did an extraordinary thing. He began to cry. But no, not real tears. Before my eyes, Henry Kissinger was acting. ‘Boohoo, boohoo,’ Kissinger said, pretending to cry and rub his eyes. ‘He’s [McNamara] still beating his breast, right? Still feeling guilty.’ He spoke in a mocking, singsong voice and patted his heart for emphasis.”
Kissinger obviously held McNamara and his feelings of guilt in utter disdain. He had actually committed greater crimes than McNamara – crimes documented in Christopher Hitchens’s 2001 book, The Trial of Henry Kissinger – and yet apparently felt no remorse at all. How does one get like that?
Nature or nurture? Bad parenting or just a bad seed? What to do, what to do?
Ironically, it is the very people who lead our societies and those assigned to defend the culture and enforce the law. Lack of accountability makes for very poor public hygiene.

Irony? Didn't we kill that bastard yet? And bury him right next to Gimmee?

Most, if not all, people who attain power gain an ability to be
smug. They take the attitude that they know much more than we do, therefore they are right (correct). All semblance of humanity gets peeled away. What happened to Hope and Change?
That Kissinger story shows his disdain for people who regain humanity, plus pretend crying in an adult that is used to diss someone else is childish. He thinks too much of himself, still. Henry Fucking Kissinger. I want to hint Nazi, but hate to bring that up. But it's 4:30 AM, so why not?
Hey! my dear friends or soon-to-be's, JtC could use the donations to keep this site functioning for those of us who can still see the life preserver or flotsam in the water.
With respect to nurture
I did read or hear somewhere that Kissinger's father participated in the failed Munich putsch back in the 1920s.
What I think we need to be asking ourselves is how ever did it come about that our foreign policy has been handed over to a series of émigré sociopaths, Kissinger, Brezhinsky, and others?
You want to know why some of us want restrictions on further immigration? The activities of Henry the K and others is one reason why.

But the likes of Henry K
Are the ones that the government (and the anti-immigrant people on the right) would prefer to be let in.

Ponerology, the study of evil,
began with some Polish psychologists under Nazi occupation and continued through the communist period. "How can entire societies go insane?" There's a book "Political Ponerology" which distills the decades-long investigation and conversation among psychologists (done, of course, in secret) and the website: http://www.ponerology.com. (The term is borrowed from Catholic scholarship of the middle ages.)
We do, indeed, live in a Pathocracy and it is a term more accurate and comprehensive than oligarchy, kleptocracy, etc. An excerpt from the 'evil' section:
The ultimate cause of evil lies in the interaction of two human factors: 1) normal human ignorance and weakness and 2) the existence and action of a statistically small (4-8% of the general population) but extremely active group of psychologically deviant individuals. The ignorance of the existence of such psychological differences is the first criterion of ponerogenesis. That is, such ignorance creates an opening whereby such individuals can act undetected.
The presence of such “disease” on the individual level is described in the Almost Human section of this website. However, depending on the type of activity of psychopathic and characteropathic individuals, evil can manifest on any societal level. The greater the scope of the psychopath’s influence, the greater harm done. Thus any group of humans can be infected or “ponerized” by their influence. From families, clubs, churches, businesses, and corporations, to entire nations. The most extreme form of such macrosocial evil is called “pathocracy”.
PONEROGENIC ASSOCIATIONS
"In any society in this world, psychopathic individuals and some of the other deviant types create a ponerogenically active network of common collusions, partially estranged from the community of normal people... Their sense of honor bids them to cheat and revile that ‘other’ human world and its values at every opportunity." (Lobaczewski, 138)
“We could list various names ascribed to such organizations… gangs, criminal mobs, mafias… which cunningly avoid collision with the law while seeking to gain their own advantage. Such unions frequently aspire to political power in order to impose their expedient legislation upon societies in the name of a suitably prepared ideology, deriving advantages in the form of disproportionate prosperity and the satisfaction for their craving of power.” (Lobaczewski, 158, emphasis added)
