'Glimmer of Hope' as Minsk Talks Result in New Ukraine Cease Fire
With the U.S. sidelined, diplomacy led by France and Germany allows Russia and Ukraine to make new progress towards political settlement

Following marathon overnight talks in Minsk, Belarus that began Wednesday, world leaders emerged near dawn to announce that a cease-fire agreement has been reached to at least temporarily stop the fighting in eastern Ukraine with stated hopes that a long-term political solution will follow.

Spurred by a renewed effort by German Chancellor Angela Merkel and French President Francois Hollande, the talks brought Ukraine President Petro Poroshenko to the table with Russian President Vladimir Putin to negotiate on behalf of rebel forces in the east who have refused to submit to the authority of the Kiev government following a coup last year.

It was Putin who first declared that more than 16 hours of negotiations had yielded substantial progressive and the agreement of a cease-fire that would begin on Saturday. "We have agreed on a ceasefire from midnight 15 February," Putin told reporters early Thursday.

For his part, Poroshenko said, "The main thing which has been achieved is that from Saturday into Sunday there should be declared without any conditions at all, a general ceasefire."

House approves Keystone XL pipeline despite veto threat

The House of Representatives easily passed a measure approving the construction of the controversial Keystone XL oil pipeline, setting up a showdown with President Barack Obama, who has promised to veto the bill.

In a 270-152 vote led primarily by Republicans, the House passed the same bill that the Senate itself approved last month. The pipeline was first proposed in 2008 and would carry oil 1,179 miles from Canada’s tar sands to Nebraska, where it would connect to an existing pipeline and continue traveling south.

Also included in the bill was an amendment passed by the Senate that acknowledged the existence of climate change, marking the first time many Republicans have gone on record about the issue. A separate amendment stating that humans contribute to climate change, however, was rejected.

"We're going to continue to keep our promise to the people by finishing our work on the Keystone pipeline," House Speaker John Boehner (R-Ohio) said Wednesday prior to the vote, as quoted by the Associated Press. Boehner added that President Obama was caving in to "left-fringe extremists" and not listening to the American people.

Certainly can't trust Poroshenko and his tribe nor his backers (U.S.) on a cease fire.
What's it all about? Saw an article by Paul Craig Roberts and he posited, "Peace or War".
Is it going to be peace or war? That's where we're at. Nothing at this point should give us
any confidence in our governments seeking peace.

like to see the morning open thread and am really grateful for the AggreGators. Not only easy to follow the news stories from various sources, but also have s short and sweet look at the blogs. Very well designed.

With regards to the results out of Minsk, I could hear from the German ARD TV correspondents from Moscow, Minsk and Kiev two concerns. First that the cease-fire starts only on the 15th of February and there is fear that it will escalate once more shortly before the 15th, second that Putin's demand to have a constitutional reform for Ukraine's regions of the East with regards to its autonomy will be the major stepping stone over which a solution will fail, as well as that so far there is little trust that the Ukrainian Russian border regions can be handled peacefully.

The so far most clear explanation of what was agreed upon and how it came to it is contained in this short clip.

The main points of the agreement:

Ceasefire to begin at 00.00am local time on 15 February (me- let's hope, in doubt, fighting likely to increase first)
Heavy weapons withdrawn in a two week period starting from 17 February (if they wanted to they could do it immediately, so why don't they do it?)
Amnesty for prisoners involved in fighting (good)
Withdrawal of all foreign militias from Ukrainian territory and the disarmament of all illegal groups (ha. good luck, I wonder how they will do that)
Lifting of restrictions in rebel areas of Ukraine (of course)
Decentralization for rebel regions by the end of 2015 (what is one side's decentralization is the other side's autonomy, that might be similar to a the "trail of tears" for most of the civilians who have to wait for that to happen peacefully).
Ukrainian control of the border with Russia by the end of 2015 (yeah right. Demilitarized zones is all what I can see for, I think)
The participants also agreed to attend regular meetings ​would be held ​to ensure the fulfilment of the ​Minsk ​agreements, ​a Russian-distributed document, said. (their promises from their mouths to God's ears)

My videos suddenly went dead in the diary body using the old embed code. I checked Joe's diary form last night and all his videos using the old code are dead too, but the new iframe code still works. I was reading a couple of days ago that youtube was going to go exclusively with HTML5, that must be what happened. I'll have to reformat the videos in the diary.

On the ceasefire in the Ukraine. I read about that late last night in the Guardian and I was very hopeful.
over 5,000 dead, many wounded, landscape destroyed, farms destroyed, peoples' homes destroyed, it cannot continue.
