In Northeast Estonia, then a wilderness, but now heavily industrialised (and Russified).
Maetaguse means 'behind the mountain', where the "mountain" refers to the steep cliffs down to the Gulf of Finland just west of Narva.

The basic field of the Maetaguse arms isn't or (yellow/gold); it's tenny (orange/brown). Tenny is a "complicated" tincture. In Anglo-Frankish-Teutonic heraldry, tenny is a deprecated tincture, a less-honorable version of or. But your mileage will vary widely. Dutch heraldry, for one example, does not deprecate tenny at all. (Probably owing to the fact of a "House of Orange" occupying the Dutch Throne as long as there's been one!) Likewise, it appears that Estonian heraldry does not deprecate tenny.

"Sang", the hybrid between gules (red) and purpure (purple), the tincture of spilled blood, is also usually deprecated -- and more reliably so than tenny is.

Valla vapil olev karu on Alutaguse metsade valitseja, tugevuse ja sihikindluse sümbol. Seistes mäe taga viitab ta paiga nimele, kolme harjaga mägi aga kujutab valla kolme mõisa ja tähtsamat küla. Kuldne värv sümboliseerib küpseid viljapõlde, rikkust ja põlevkivi; roheline loodust, noorust ja lootust; must viljakat mulda, püsivust ja tugevust.

The bear on the arms of the "vald" [approx. parish] represents the ruler of the forests of Alutaguse, a symbol of strength and perseverance. Standing behind a hillhock is reminiscent of the name "Maetaga": behind the mountain [sic]. The three-peaked mountain is represents the three important manors and villages. The yellow [sic] symbolises mature wheatsheaves, wealth and oil-shale; the green, the environment, youth, and hope; and the black the rich loam, persistence and power.
