As previously reported, over the weekend the FBI interviewed former Secretary of State Hillary Clinton, one of the final steps in the ongoing criminal investigation into alleged mishandling of classified information. While it is unclear if related to that interview or not, in just over one hour, at 11 am Eastern time, FBI Director James Comey will make a statement from headquarters in Washington D.C.He will also take questions from reporters.

so I figure it this way: if the Lynch episode on the tarmac was a truly unscripted Bill moment and Obama knew nothing of it beforehand, HRC is indicted.
If we find out later it was planned well in advance, then the fix is in and she skates. And Obama shoots his legacy to hell, but it won't matter because we'll all be screwed anyway.

While hidden in the White House, is Hillary guilty or not guilty? It's impossible to know.
I'd bet it's to announce a timeline for the complete report.
The only other alternative is a clear indication of indictment or not.
What will be interesting is if he makes any remarks indicating that Hillary endangered national security, just not in a criminal way, should the statement be one indicating no indictment.

If he were to announce an indictment
The DOJ would be making the announcement with Comey. Comey has no authority as FBI Director to indict, only the DOJ has that authority.
So unless Lynch or a Deputy AG is at the press conference there will be no announcement of indictment.
What he will have to say at this point I have no idea.
He could say that:
1) FBI is not recommending an indictment against Hillary
2) Announce a timeline re: when his report will be ready.
3) Announce that he has submitted FBI's report to DOJ and it is now in their hands.
4) Who knows?
One thing I can say with confidence is that he will not announce any indictment himself. He doesn't have that authority.

He is announcing that he will not be making a recommendation and will leave it up to Lynch, who as we all know is leaving it up to him so basically there will be no one to indict her and no one to leave fingerprints on that decision
I don't believe he will do that
He will either announce that he will be making a recommendation at some future date, or that he isl not recommending an indictment.
His job doesn't allow him to say we are not recommending an indictment, we're just giving our info to DOJ and letting them decide. That is the equivalent of saying there is no recommendation to indict which lets Lynch of the hook, as she has no reason to proceed without a recommendation from the investigating agency.
For one thing, DOJ lawyers have been working with FBI agents on this investigation. Though they won't write the report, he has relied upon those attorneys regarding the legal issues involved in the case and they were likely involve in each of the interviews, including the HRC interviews. But they are not in charge of the investigation - Comey and the FBI are the investigating agency. So, if the FBI makes no recommendation it is game over.
The other thing that might happen is that he may say there is no rec for an indictment on charges related to the server and the emails regarding espionage law, but that the investigation into other matters (i.e., the possible pay to play involving payments to Clinton Foundation) is ongoing.
Admittedly this is all speculation.
My best guess is that this will be a nothing burger today. After all, the HRC interview concluded only July 2nd.
