Nobody except a geek will read it all, but if you are interested, scan the file and skim it, but as a warning, it's a big one. Once upon a time a long time ago, I got to know a bit about this sort of thing as a part of my job, so I can say that today there is a lot of misinformation floating about how specific security regulations really are. If you doubt me, read this Manual, and then imagine how big the total of all these Manuals are for the rest of the classified world in this country.
My bottom line is that Hillary surely would have been indicted if she was not HILLARY CLINTON.

They are complex,
but in order to gain such a clearance (I had a TS/SCI clearance from around 1986 through 92), they train you on the specifics. They make sure you understand, and then you sign legal documents assuring them that you understand both the rules and the consequences. She signed those documents. I can imagine her not paying exactly rapt attention as the situation was explained to her, but that's no excuse.

When I was in the USAF because of my work on Radar Homing & Warning, and Electronic Countermeasures Systems on F-111 aircraft...
Our Technical Orders (Manuals) were kept in a locked safe in the shop, and were signed out prior to going on the job and signed in when returned...
They were kept in our presence at all times, and if we were approached by anyone when using them, they would immediately be closed... They had to have an "Appropriate Clearance" and a "Need To Know" before information could be shared...
This was all done inside of the Restricted Area of the flightline where everyone wore Restricted Area Badges or ID's, and USAF Security Police looked for intrusions and carried loaded M-16's...
When we updated the Technical Orders we had to check the new pages, and account for each page being there, replace page by page the ones in the book, and account for each old page taken from the book...
Old pages were then sealed in a bag for destruction and accounted for until destruction was documented...
I know I would/could be prosecuted because of any violation of improper safeguarding of classified material...
These were hardly matters of state policy involving foreign countries and international relations involving war...
But rules are for little people...

They are so specific and complex in order to ensure
that proper procedures are explicitly followed and that the consequences of failing to follow them are significant and severe.
IOW, they were made exactly to keep a HRC from coming in and FUBARring important things in the course of doing her job.
If there were any law in this country beyond what you can afford get away with, Bernie would have had the nomination sewed up months ago and we'd all be looking forward to how much we can finally get done.
