A group of bipartisan lawmakers introduced a bill in the House that would effectively give Israel the power to veto US arms sales to countries in the Middle East. Since the UAE and Israel agreed to normalize relations, a possible F-35 sale to Abu Dhabi has caused concern in Congress over Israel’s Qualitative Military Edge (QME).The QME is mandated by US law and means Washington will ensure Israel maintains military superiority over its neighbors. Currently, it is up to Congress to ensure Israel’s QME. The new bill would require Israel to be consulted before any arms sales are made that could jeopardize the QME.
The bill was introduced by Rep. Brad Schneider (D-IL). In a press release, Rep. Schneider said the bill would “require the President to consult with the Israeli government to ensure QME concerns are settled” regarding arms sales to Middle Eastern countries.
“Israel is our single most important ally in the Middle East, and Congress will not let any President undermine her security with unapproved weapons sales,” Schneider said. Seventeen other members of Congress sponsored the bill alongside Schneider.

That's a power that no U.S. State has.
Should also be unconstitutional, but don't know that there's been a majority on the SC that would agree since 1990.

"consult with the Israeli government to ensure QME concerns are settled". How can Israel ensure their concerns are settled unless it has de facto veto power over US presidential action on ME arms sales?
We went through this in the 80s with proposed sales of AWACs and
F15s to Saudi Arabia. The response of the Reagan-Bush Administration was to make a deal with Princes Turki and Adham, heads of the GID intelligence agency, for an end-run using the CIA and Saudi cutouts to help Pakistan develop nuclear weapons deliverable with F16s as a surrogate for Saudi Arabia. Thus Was born Zia's "Islamic bomb" as rough nuclear parity with Israeli's nuclear arsenal. Senator Kerry produced a pretty good report about the funding mechanism for the scheme, BCCI, which also financed Osama bin Laden's al-Qaeda paramilitary outfit then based in Sudan.
These things have a way of generating blowback.
