Why Trump Won't Be Signing His Tax Cuts Right Away

.....despite Trump’s impatience for tax cuts, he might not actually sign the landmark bill into law right away, White House advisers said. In fact, Trump might wait until the new year, pushing the outer boundary of the 10 days the Constitution gives the president to affix his signature to legislation passed by Congress.

The reason for the possible delay involves a complicated bit of legislative gamesmanship. Under a 2010 “pay-as-you-go” law requiring Congress to offset any new spending or lower taxes, the $1.5 trillion bill would trigger automatic cuts to Medicare and other programs—across-the-board reductions that Republicans don’t want to be responsible for letting take effect. By waiting until the calendar turns to 2018 to formally enact the tax bill, Trump would push the automatic spending cuts to 2019 and buy Congress another year to waive them.

Democrats already warned GOP leaders that if they want their votes to waive the Medicare cuts, they’ll have to make other concessions, like restoring the individual health-insurance mandate that is set to end in 2019 under the Republican tax bill.

House Democrats are threatening to allow automatic spending cuts triggered by the Republican tax bill to take effect next year unless Speaker Paul Ryan ends an attempt to cripple Obamacare.

“Should you enact a tax bill by the end of the year that adds $1.5 trillion to the deficit and, as a result, triggers PAYGO cuts next month, any effort to mitigate those cuts must also remove these other catalysts of uncertainty,” the Democrats’ letter to Ryan said Friday. “At a minimum, that must include rejecting the elimination of the individual mandate as well as the use of reconciliation procedures next year for Medicare benefit cuts in order to fill the fiscal gap left by your tax bill.”

I'm not sure what this means, but if they can stop the "pay-go" cuts to Medicare, what other cuts are included in this besides Medicare?

Trump stalling to avoid, temporarily Medicare cuts (and who knows what else) until Santa has slid down the chimney. The Damnocrats are backing the dead horse About to Fail Anyway plan (destined to die in 2018). Why the heck aren't they backing MFA / SP? @Alligator Ed I saw this when I awoke in the middle of last night. If Repugs wait until January for it to be signed then the Medicare won’t go into effect until a year later. That way they won’t have it on their heads during the 2018 elections. Even Speaker Ryan is saying now that will not address medicare next year.

OpEd writer for Wapo has the best coverage on the options but I a starting to get a paywall.

as the alligator stated, they would rather defend the ACA instead of Medicare. They are fully on board with what the republicans are doing, but they can hide behind having the republicans in control of congress. This is exactly what Pelosi said to Ryan today. They are only going to hold out for DACA. And probably the individual mandate.

In 10 years does anyone believe that people will remember who was responsible for their taxes going up? Hell, people already have short term memories as it is.

Paul Ryan has had a throbbing boner to cut Medicare for years. Looks like he slipped it into this Ass Raping Tax Bill. I knew step 2 to this tax bill would be Repubs crying that we now need to cut social programs to pay for these windfall tax cuts for the morbidly rich.

Funny that none of the MSM outlets have mentioned these Medicare cuts (yet).

helped write that part of the tax bill, but it was a democrat who worked with the republican who insists that he didn't ask for it. Corker? Is that who I'm thinking of?
We know that if the democrats had been included on this they would have enough votes for the 60 it needed.
Americans are being played again, but people are saying that once democrats get back in, they will roll this back. And impeach Trump, even though Pelosi has already said that now isn't the time for it.

So the Dems are holding highly popular Medicare hostage in order to get the Goopers to re-institute the highly unpopular Obamacare mandate.

Basically, the Dems are announcing for all the country to hear that they willing to sacrifice the health insurance of millions of Americans for the bottom lines of price gouging insurance companies.

I'm sure in their own twisted minds they see this as a win-win: either the get the mandate back or they get to blame Goopers for the Medicare cuts.

Yet the Dem leadership hasn't thought it through. What happens when Ryan calls their bluff and puts the Medicare cuts waiver up for a straight vote? Are the Dem backbenchers all really going to vote for cuts to Medicare just so Pelosi can keep her health insurance lobbyists happy?

The Dems are walking straight into a trap of their own making.

Yeah, they'll let Paul the Smirk Ryan slice and dice Medicare plus push for the existing mandate to enrich the Insurers with Obama's wealth transfer scheme of the "mandate". This way the Dumbocraps can blame Repugnants for robbing Amerikkkan's of their paid for benefits.

that those cuts to Medicare will effect their voters, and they simply cannot have that until they no longer need those voters. Perhaps some of those who voted for Trump and are now either eligible or almost eligible might have second thoughts voting Repugnant again once they themselves are effected. The Repugnant Way. And for Democrats, this just represents another attempt to co-opt those same voters into their tent and we all know that these are the voters they seem to most care about.
