I didn’t want to write this up, but it’s so disgusting that I feel compelled to. And just to be clear, my rule of thumb is: if you don’t want to be called a Pig...don’t behave like one’. Surprisingly, RT.com has the fairest coverage I’ve read so far. My bolds.

“BLM demonstrators flocked to a site in South Los Angeles where a black man was shot and killed by deputies of the LA County Sheriff’s Department. The man was filmed running from the officers and reportedly had a gun on him.
The shooting happened on Monday after midday in the area of Budlong Avenue and 109th Place. According to the Sheriff’s Department, deputies were driving in a patrol car when they saw the man riding a bicycle, and decided to pull him over for a traffic violation. He left the bike and tried to run away.

“The series of short clips first shows a black man running in the street. It then goes to a moment after the shooting, showing two police officers [there eem to be more than two] with their handguns drawn and the shooting victim lying motionlessly. Witnesses are heard screaming while the cameraman says: “They shot [him] like 20 times.”
The police would not immediately release the name of the shooting victim, but his family and the Los Angeles chapter of Black Lives Matter identified him as Dijon Kizzee, who was in his late 20s.
The angry crowd of eyewitnesses grew in size over the following hours as additional protesters gathered at the scene. By Monday evening, hundreds of demonstrators convened, answering a call by Black Lives Matter organizers. The protest remained peaceful.

Ran from a cop who was so violent, the sheriff of the cop's home county had taken away his guns from his home. Freddie's running gave the cops enough reason to attack Freddie. It could be argued that people with sense run from people like that cop.
Coulda been a drop gun, coulda been Mr. Kizzee abandoning contraband, but I can't see where that would justify shooting him, if he ditched a weapon. But dead men tell no tales.
The tats I was thinking of: correct me if I'm wrong, but wasn't it in LA that some cops got special tattoos when they killed someone? Members of the club, er, gang?

i expect you're right about similar shit happening since reconstruction, but there are differences, on the one hand the Rise of the Warrior Cop, the fact that many PDs give preferential hiring to vets ('the other is the enemy', many with PTSD, etc.), corporate contributions to LEO unions, no requirements to live in the community one is 'Protecting & Serving', and so on.
on the other hand, much of this we wouldn't have learned save for citizen smart phone videos.

uncovered cop-Klan collaboration. These kind of people have not gone away; police forces ("force", an interesting word to apply) are attractive to people who want to join a gang and carry a gun, and the far right has been actively infiltrating police and military for years.
Tattoos on torso or upper arm that don't show in public are one way these members recognize each other.
I think of Rall's cartoon: white guy and black guy watching news. White guy says he's scared of police. Black guy says he's scared to death of police.
Freddie Gray was on foot - the cops were on bikes. I consider his subsequent "rough ride" to be a form of torture, ultimately lethal in this case. I don't have the reference at hand now, but I read that a county sheriff had confiscated one of the bike cops' guns prior to this event. If I knew this cop (even by reputation) and encountered him, I think I'd be tempted to run, too.
