Bill Clinton aides used tax dollars to subsidize foundation, private email support
Program for ex-presidents paid salaries and benefits to Clinton aides at the center of controversies.

Bill Clinton's staff used a decades-old federal government program, originally created to keep former presidents out of the poorhouse, to subsidize his family’s foundation and an associated business, and to support his wife’s private email server, a POLITICO investigation has found.
Taxpayer cash was used to buy IT equipment — including servers — housed at the Clinton Foundation, and also to supplement the pay and benefits of several aides now at the center of the email and cash-for-access scandals dogging Hillary Clinton’s presidential campaign.
This investigation, which is based on records obtained from the General Services Administration through the Freedom of Information Act, does not reveal anything illegal. But it does offer fresh evidence of how the Clintons blurred the line between their non-profit foundation, Hillary Clinton’s State Department and the business dealings of Bill Clinton and the couple’s aides.
My first comment is that I have come to deeply respect Ken Vogel this summer. Damn, he's done some of the finest reporting anywhere in this election cycle. (Although he references success in the fight against childhood obesity, and I'm not sure there are any successes in that area.)

So, this act, the funds from which they have used as demonstrated above, were established to do the REVERSE of how they have been used here. The fund was to keep former presidents from selling out their influence. In this case, it was used to facilitate the Clintons selling themselves out.
Clinton has requested $16 million from this fund, more, apparently, than any other living recipient has received during the same time span.
With respect to those receiving income from this program in addition to also receiving from other Clinton-related endeavors:
According to several people familiar with the former president’s operation, the rationale behind the interwoven payrolls is that they allow for a small team to assist Clinton in a variety of settings without having to do logistically complicated hockey-like line changes. In a given day, Clinton might deliver a paid private speech (during which time his employees’ salaries could be paid by the executive services corporation) and a public speech in his capacity as a former president (during which his staff could be paid by the GSA funds). And he could attend events for the foundation (where staff time would be paid by the foundation) as well as his wife’s presidential campaign (staff time would be paid by the campaign).
Doug Band, Justin Cooper, and Declan Kelly show up again here, and there is a bit more about Teneo... Thirteen of the 22 staffers paid by GSA under this act have also worked for the Foundation. There is quite a bit of discussion in the article about the GSA wondering if they were paying for items being used by the Foundation.

And the "charge numbers" have to be kept straight. Misappropriation of funds is serious.
I've emailed my congress critter about this (one time when being represented by mo Brooks is a plus) and pointed him to the article, it's allegations, then played the "govt has a fiduciary responsibility to tax payers" that is greater than any deference to an ex president (n.b. is that like an ex parrot?) card and he & his colleagues should investigate it.
