Something or someone claiming Cornwall?
The unusual orange legs on that bird could mean it's a Chough, as depicted on the Cornish Ams, altho it should be black, instead of yellowish, also the black/white shield in the center could reference St Piran's Flag, which is the flag of Cornwall.
My people come from Cornwall, and our Arms are made up from arms of 4 families, where this one looks to be 6 or more on one shield.
I am interested, so please post the answer, if known.

The modern National heraldic achievement of Romania is the same charges (without the cross fleury azure) on a field of azure; your example has the cross fleury and a field purpure, indicative of kingship.

one of them twice:

Michael I (20 July 1927-8 June 1930) minor under regency
Carol II (8 June 1930-6 September 1940) his father, returned from exile; forced to abdicate
Michael I again (6 September 1940 – 30 December 1947) forced to abdicate, monarchy abolished

Earlier versions of the Royal flag had the tricolor background seen in the present Romanian flag.

Carol II is best known for his involvement with Magda Lupescu....

After the Revolution of 1989, the former King visited Romania to an enthusiastic reception in the streets of Bucharest; however, the country preserved its republican character. The royal estates and properties in Romania were restored.

The former King is respected and recognised by the parliament. His grandson[6] was named Prince of Romania by royal decree, and regularly visits different organisations in Romania. The crown princess and her husband bestow royal orders in name of the former King for selected Romanians.

The Royal house is still very popular[7] and in 2014 Prime Minister Victor Ponta promised a referendum on whether or not to reinstate the monarchy if he was re-elected.[8] A square was named in honor of King Mihai in 2012.[9]

Apologies in advance, because this isn't very user friendly. If you don't want to use the built-in functionality, you might want to upload your image to another website and then link to it. Please let me know if these instructions don't work for you (like if there's a missing button or something).

Instructions:

  • The button in the upper left above the comment entry form is the insert image button, which will open a dialog when you click on it.
  • To the right of the URL field there will be a browse button.
  • Use it to open the File Browser, and in the upper left hand corner of that window there should be an Upload button.
