It prohibits giving U.S. funding to international nongovernmental organizations that offer or advise on a wide range of family planning and reproductive health options if they include abortion ― even if U.S. dollars are not specifically used for abortion-related services.
Of course he wants to completely defund Planned Parenthood as well unless they stop giving constitutionally protected abortion services, which thankfully Planned Parenthood rejected.

I still make a monthly donation
to PP and will probably not ever stop that until I can no longer pay for it. But I draw the line at the pink pussy hat, just can't go there and have little respect for that. I used PP when I was young for birth control and so did my sister. When my sister had her first boyfriend at 16 my mother hauled her down to PP pretty much right away for the pill.
