Did Federal Judge just stop Dapl?

Heard this on my community radio station and have been unable to confirm. The ruling has to do with the environmental impact statement and perhaps redo-ing it? I've been checking and no luck confirming so I thought I'd ask.

I don't know what you have heard, but it's been a bone of
contention that no environmental impact statement for the whole project was ever done. I have read that many piecemeal upgrades and short stretches have been applied for and approved, but environmental lawyers have said that his is an improper end run around that legal intent of the law and should not be allowed.

My understanding is that if they can't ship oil by 1Jan17 then the clients can renegotiate the contracts, perhaps making this unprofitable?
I trust very little(almost none) of lamestreammedia and that colours my view of alternatives, hence my hesitancy in making declarative statements on my understandings.

I've heard that as well.
Including from at least 1 IRL source that I find very trustworthy. Of course, the same source said that they were super close to completion, so hopefully this is enough of a delay.

It's on Twitter and says that the government has denied the DAPL easement and it will be rerouted around Sioux territory.
I suppose that it's still going to be built, but doesn't the pipeline backers have a 12/31 deadline?
I'm happy for all the protectors who put their lives on the line and were injured to see this happen!

Federal officials have denied the final permits required for the Dakota Access Pipeline project in North Dakota.
The Army Corps of Engineers announced Sunday it would instead conduct an environmental impact review of the 1,170-mile pipeline project to determine if there are other ways to route the pipeline to avoid a crossing on the Missouri River.
“Although we have had continuing discussion and exchanges of new information with the Standing Rock Sioux and Dakota Access, it’s clear that there’s more work to do,” Army Assistant Secretary for Civil Works Jo-Ellen Darcy said in a statement.
“The best way to complete that work responsibly and expeditiously is to explore alternate routes for the pipeline crossing.”
The decision comes after months of protests against the proposed project. The Standing Rock Sioux tribe objects to the pipeline, warning that it threatens their drinking water supply.

If the terminus of DAPL or its successor is still Illinois, then the Missouri crossing can be avoided--therefore necessitating crossing of the Mississippi River. I fail to see that this, while being better for the Sioux, represents a victory in the broader environmental picture.
