Is that approval from somebody's "communications office" or is it a reference to an IT/networking person?
What is a microsite?

I would guessing communications office, since normal
businesses don't engage the media without help from the PR office and that would be a bumping up.
I would guess a microsite would be a site they need to keep a minimal eye on, such as an ad at Craigslist. As opposed to, say, taking over a macrosite like Daily Kos.
