I think he believes that the Russians have invaded the planet Uranus. It sure sounds like "the Uranian people". This is questionable. I don't believe there are people on Uranus. Possibly some life...it's always possible that there's something out there, but not people. Next it's highly unlikely that the Russians can send enough military force to overcome whatever might live on Uranus so the threat level, in my opinion, is very low.
