UN Rebukes Pope Francis on Child Sex Abuse – Again

A letter sent to the Vatican in April was published on the website of the United Nations Office of the High Commissioner for Human Rights on June 21. UN human rights experts expressed “utmost concern” about “the apparent pervasiveness of child sexual abuse cases” in the Catholic Church.

This was the third time during his pontificate that UN representatives made clear to Pope Francis the ways he has refused to protect our children and told him what measures needed to be taken.

UN Committee on the Rights of the Child

A UN Committee on the Rights of the Child issued a 15-page report on February 5, 2014. The Holy See had ratified the Convention on the Rights of the Child in 1990. It was the first time a pope and his men had been called to account for their actions and omissions on protecting our children by an international body. The subject of the report was the papal government’s failure to adequately address its “systematic” responsibility for worldwide child sex abuse.

The Committee stated it is “gravely concerned” that the pope and his men

  1. Have not acknowledged the extent of the crimes committed
  2. Have not taken the necessary measures to address cases of child sexual abuse or to protect children,
  3. But rather have adopted policies and practices which have led to the continuation of the abuse by, and the impunity of, the perpetrators.
  4. The Committee stated it was “particularly concerned” that in dealing with allegations of child sex abuse, “the Holy See has consistently placed the preservation of the reputation of the Church and the protection of the perpetrators above children’s best interests, as observed by several national commissions of inquiry.”

They stated the pope and his men should

  1. Establish “clear rules, mechanisms and procedures” for the mandatory reporting of all suspected cases of abuse to civil law enforcement authorities
  2. Open all archives and records concerning past cases so that they can be used to hold the abusers – and those who may have sought to protect them – accountable
  3. Ensure that the papal Commission created in December 2013 will investigate independently all cases of child sexual abuse as well as the conduct of the Catholic hierarchy in dealing with them. The outcome of this investigation should be made public and serve to prevent the recurrence of child sexual abuse within the Catholic Church.
  4. Promote the reform of statute of limitations in countries where they impede victims of child sexual abuse from seeking justice and redress.

Pope Francis responded on March 5, 2014, in an interview with the Italian daily Corriere della Sera, “The statistics on the phenomenon of violence against children are shocking, but they also show clearly that the great majority of the abuses come from the family environment and from people who are close. The Catholic Church is perhaps the only public institution that moved with transparency and responsibility. No one else did as much. And yet, the Church is the only one being attacked.”

UN Committee Against Torture

On May 23, 2014, the UN Committee Against Torture found that the widespread sexual violence within the Catholic Church amounted to torture and cruel, inhuman and degrading treatment prohibited by the United Nations Convention Against Torture. The Holy See ratified the Convention in June 2002.

The Center for Constitutional Rights, which works with communities under threat to fight for justice and liberation, summarized the Committee’s report.

The Committee expressed serious concerns about the Catholic Church’s failure to prevent and punish rape and sexual violence by

  1. Not reporting perpetrators to civil authorities for investigation and prosecution
  2. Failing to properly monitor known perpetrators
  3. Refusing to cooperate with national authorities
  4. Not holding accountable the bishops and cardinals who participated in cover-ups and enabled the crimes.

The report also noted the Vatican’s failures to meet its obligations under the Convention to provide redress, including financial compensation, rehabilitative support, and a guarantee that the crimes will not be repeated, to their victims.

Center for Constitutional Rights Senior Staff Attorney Pam Spees said, “This is an important recognition of the gravity of these offenses that have been minimized by the Church, places responsibility where it belongs – with the hierarchy in the Church, not the victims – and could help open new avenues for redress.”

UN Office of the High Commissioner for Human Rights

In the letter sent to the Vatican in April published on June 21, 2021, UN human rights experts urged the pope and his men to stop

  1. The systematic covering up
  2. Obstructing the accountability of alleged abusers
  3. Undermining legislative efforts to prosecute child sex offenders in national jurisdictions
  4. Lobbying to preserve the statute of limitations which prevents victims who reach adulthood – when they are more able to report the harm they have suffered in court – from reporting these crimes.

They insisted that the pope and his men “cooperate fully with the civil judicial and law enforcement authorities of the countries concerned.”

The human rights experts noted “that these violations, and their cover-up, have allegedly been committed for decades in a large number of countries around the world.”

“WHAT SHOULD I DO”?!!

After receiving the letter, Pope Francis said on June 10 that “the whole Church is in crisis because of the abuse issue,”as reported in the National Catholic Register. The only path is “to assume the crisis, personally and communally. Therefore, in my opinion, every bishop of the Church must assume it and ask himself what should I do in the face of this catastrophe?” he said

The pope added that what he and his men should do is apologize and “have courage.”

Pope Francis has every confidence that he never has to pay attention to the UN and take the actions required to protect our children against torture and cruel, inhuman and degrading treatment because the mainstream U.S. media still portrays him as the world’s leading “moral authority.”

A big reason for that attitude comes from the fact that the US still fawns over this man and in every way, kisses his ring. We just saw John Kerry stop by to do so, saying that the Pope is a major player in combatting climate change. John is Catholic. Next we just saw Anthony Blinken, our Secretary of State, pay his homages. Tony and his wife had a mixed Catholic/Jewish wedding ceremony.
https://www.newsweek.com/antony-blinken-wont-say-if-he-discussed-communi...

Methinks John and Tony are maybe concerned about the communion issue. But the issues of abused children? Nah!

And then there is the mystery of Father O'Brien, who was allowed to say Mass at Biden's inaugural. The President of Santa Clara university went on leave for some un-revealed words?actions? that had SNAP calling for full public disclosure. Will Joe Biden be able to handle it if it turns our that a priest who was allowed to address the nation is/was an abuser? As far as I'm concerned the dozens of videos of Joe Biden touching children and women inappropriately in public makes a mockery of his so-called deep faith. Will the US Catholic Bishops yank communion away from Joe?
Tune in folks for the next chapter of "Everything the Founders Feared Comes True".

Every time Biden claims that the US is a staunch supporter of human rights, I want to barf.

@Fishtroller 02 As regards Kerry and Blinken, on June 28, 2021 "Philip Reeker, the Assistant Secretary of State for Europe, noted that the Holy See maintains an extensive formal diplomatic network and diplomatic relations with 183 countries. 'So, along with the United States, one of the largest diplomatic networks, and they have a grassroots presence in almost every country in the world,' the U.S. official said." Kerry and Blinken are being professional diplomats.
Anyone who understands the control the Vatican has over the US Church knew that Biden would not be denied communion. It was another fictitious construct of the US MSM to provoke outrage in their quest for more click, viewers, readers to support their advertising revenue.
As for Fr. O'Brien, we don't know why he is on leave.
I always appreciate your knowledge of Catholic issues, Fishtroller02, and your taking the time and making the effort to comment.

to hold the perpetrators accountable.

The only path is “to assume the crisis, personally and communally. Therefore, in my opinion, every bishop of the Church must assume it and ask himself what should I do in the face of this catastrophe?

Notice the pope left out the word responsibility after "assume".

Definition of assume
transitive verb
to take to or upon oneself : UNDERTAKE
ie: assume responsibility

Per Francis ... Why pick on me and my church?

...the statistics show...clearly that the great majority of the abuses come from the family environment...

and, the big lie...

The Catholic Church is perhaps the only public institution that moved with transparency and responsibility.

Since when?

Thanks Betty for exposing the fairy tale of the church as being

of any positive change being enacted by the church, or, if somehow enacted, enforced.

Given that the Vatican States are a foreign nation, I fail to see why every priest, bishop, cardinal, archbishop and the like isn't required to register as the agent of a foreign government, but I guess that they are, in that regard as well, somehow special.

Thanks again.

I can't understand why Catholic congregants aren't flexing more muscle.
At any rate, I have contributed to St. Joseph's Indian School until I recently read they abuse those children.
not another cent from me.
Thanks for the info regarding the UN, and the world will be a better place if they actually bring enough pressure to end this abuse and illegality.

Sounds like these alleged crimes are being prosecuted due to losing money?

question everything

Here is the most important sentence in the RT article: "The move comes less than a month after the Council of Europe’s top financial watchdog called on the Vatican to ensure transparency in procedures to prosecute senior officials accused of money laundering and other crimes."

After reading other articles, I noted that all those indicted were appointed by Bergoglio's predecessor. Also, I have quotations from the Financial Times and other reputable sources (I'll get around to a blog on this someday) that prove that in every step taken to purchase the London property, permission was granted by Bergoglio-appointed Vatican officials and most were known by the pope, also.

Just more PR.

the Church allows priests to marry, including straight and gay marriages.
Until then they will be forced to accept the dregs of humanity looking for a safe haven.

In the Middle ages, this was not a problem because priests and bishops routinely had sex outside of marriage. The vow of chastity just meant "don't get married". Being a priest was a cushy job and there was no lack of applicants. Upper class families found it a good place to stash younger sons, who could quit if they needed to assume their father's title (and produce legitimate heirs). if they were not required to quit, they could serve family interests as possible bishops and even popes.

America's first Catholic President showed the world how it was done when he publicly assumed full personal responsibility for the Bay of Pigs fiasco* - it earned him AND HIS COUNTRY the true respect of the world. What a role model for the kids the world over, whose parents worked so hard to teach them honesty and personal responsibility!

S'matter, Pater? Don't you think - or better yet, believe - ALMIGHTY GOD will reward the Church for choosing Truth? If not this life, surely in the next! Liberabit Vos, right?
RIIIGGGGHHHT...?

* = Fun Story: One of my history professors (RIP) was an expat from Ukraine SSR; he was a little boy when the Bay of Pigs happened - of course, over there it was viewed as cause for jubilation! He was too little to understand what it was all about, but NOT too little to have been taught his place in the world of the Cold War, so, as best I recall him telling it: "I just picture all of these pigs, swimming into an American bay, and they come ashore, and they just EAT!, EAT!, EAT!, all of the food in America!!! Is a good thing, no?"

I mentioned one day that American mothers in the ;50s would urge their children to eat with "Eat! People are starving in China!"
He then, between guffaws, told me that when he was a boy in China, mothers told their children. "Eat! The workers in America are starving!"
