The arms are Brandenburg, I think, impaling Saxony, surmounted with an imperial crown, but the background is Bulgaria INVERTED (colors in reverse order). I can't make it add up to anything or anyone in particular.
The inversion of the Bulgarian national colors is particularly confusing.
It would seem at first light to be a standard of a member of the House of Saxe-Coburg-Gotha, of the branch from which Tsars of Bulgaria were drawn; but I can't find any standard for a relative of Simeon II looking like this!
