...... is that of the Holy Roman Imperial Electorate and Duchy of Saxony. That escutcheon is still used by the government of the modern German land of Saxony (freistaat Sachsen) today.
I suspect this flag is that of one of the Electors of Saxony. The question, of course, is which one.

The background is Bulgaria, so the flag has to appertain to Ferdinand I of Bulgaria (Ferdinand Maximilian Karl Leopold Maria of Saxe-Coburg and Gotha), elected Prince (knyaz) of Bulgaria in 1887 and King (tsar) in 1908; abdicated 1918. https://en.wikipedia.org/wiki/Ferdinand_I_of_Bulgaria

I switched to Google Chrome out of necessity because of an unresolved Firefox-Flash vulnerability. Adobe has reportedly finally been harassed into releasing a security update, so I may take my chances with Firefox again.

Sigh... you had to go and VEX me... :-)
As usual, I am not sure, but I like thanatokephaloides' idea...
As for my own guess, it may be a crest for a providence/state in Germany, maybe Saxony as mentioned by than.
OK, I'll take a stab directly at it:
Henry the Lion, Duke of Saxony and Duke of Bavaria (1129 – 1195).
His base (and native) holding was Saxony, hence, the inescutcheon.

Some interesting, "warmish" ideas
But so far, no cigar. Don't look so far back in time.
