Wow! "Influence Effort Was Boldest Yet"

Hi all. I took the time to read the "Unclassified version of intelligence report on Russian hacking during the 2016 election", so I'll give you my little report report. Let's begin.

Page 1 is the cover graphic. Nice seals. Round....Authoritative.

Pages 2 &3 explain some terminology used within and goes on with a virtual word-salad of disclaimers of the analytic process and determining attribution. All this is needed to explain an assessment which is based on these primary areas of information - what anyone can access on the internet or t.v., and on the perceived patterns of behavior of state agents by state agents. But I'm getting ahead of myself here.

4 – Title page, another round seal, nice color-muted graphic, disclaimer at the top:

“This report is a declassified version of a highly classified assessment; its conclusions are identical to those in the highly classified assessment but this version does not include the full supporting information on key elements of the influence campaign”

Or maybe no supporting information at all?

5 – Intentionally left blank, except for that disclaimer that’s at the top of every damn page from 4 to the end.

6 & 7 are the “key judgements”, a summary of what is in the actual report below.

8, 9 & 10 have a table of contents, a blank area, another cool graphic, some more blank area.

Pages 11 through 15 contain the actual report, all 4 [edit:5 actually, seemed like 4 that I'd read before] pages of it, containing all of the claims that are assessed in the assessment, with no actual data or names to corroborate the claims, a lot of “high confidence” and “most likely” (terms covered in the intro and again in the review near the end of the release) applied to a few very unsurprising claims about what Putin and many Russian officials felt was in their best interests, like:

“We assess Putin, his advisers, and the Russian Government developed a clear preference for President-elect Trump over Secretary Clinton.”

Nice accurate job of assessment, I’d say, though impressed I'm not.

And of course, the cyber-espionage we all have hear about and expect from intelligence agencies here, there, and everywhere, and still, no data, specifics or names other than Putin and Julian Assange. Heavy on “government-linked actors” though.

I was not at all surprised to find that Putin shares my dislike of Hillary Clinton, but this was new to me - “Russian intelligence accessed elements of multiple state or local electoral boards.” That however, got no more specific than to mention that they were not involved in vote tallying. This is one thing we should know more about, but…..

Then comes the use of media releases and online trolls, all of which we’re all quite aware and all of which has been regularly and/or recently used by many political campaigns (can you name one?) and intelligence agencies (and every major business interest) right here in the US. Oh, and we must know that this “Influence Effort Was Boldest Yet”. Yep, SOP both for the expected propaganda campaign and for this report’s “assessment” of it.

Almost to illustrate how mundane this report is, there’s this statement, bullet-pointed, which couldn’t possibly strike anyone who’s been around for more than a few years as a surprising revelation:

“During the Cold War, the Soviet Union used intelligence officers, influence agents, forgeries, and press placements to disparage candidates perceived as hostile to the Kremlin, according to a former KGB archivist.”

Yawn. I'm old enough I could’a told you that!

Pages 16 through 22 is an "annex" of media programs, mainly of RT, and describes their close ties to the Russian state (did you know RT stands for Russian Television?….Wow!), and the social media used by RT staff, such as YouTube, Twitter, Facebook. Here the report does name names, likely because here, it just doesn’t matter. It's media, and media gets to lie as it pleases. Fox News got that settled by a US court years ago. We all should know that.

Pages 23 through 23 review the “estimative language” that was explained at length in the first section. It does contain what may be the most significant disclaimer of the report, and a general description of the process of intelligence "assessments":

"Judgements are not intended to imply that we have proof that shows something to be a fact. Assessments are based on collected information, which is often incomplete or fragmentary, as well as logic, argumentation, and precedents"

Pages 24 through 25 are intentionally left blank and closing graphics.

Done. That’s it, folks!

from an administration known for parsing legalese. And we're so stupid we'll swallow it with all the authoritative graphics and such. Sounds like a real good snow job and sadly, a lot of younger people won't remember that both sides did the same crap during the Cold War. Meant for current consumption, older generations who might remember differently could be Russian moles too... I read the headline from NYT today and fought down the momentary panic at what they're doing with this and the scary fact that far too many will buy into it. I might have been one without the other place and ultimately this one, hard to say. That panic reflex is a trained thing too, I know that, but in this instance I can't help but feel that's almost healthy. Thank you for reading it so I didn't have to even try!

Nope. Not I. And don't get me started on the youth.

sadly, a lot of younger people won't remember that both sides did the same crap during the Cold War.

You might be surprised at how much the youth know.
I remember somebody who said they weren't involved. They weren't reliable voters. They were going to hell where the boys are.
They, not so much my generation, know what's coming as a whole.
They can see how corrupt the system is.

by "young" I mean the 30-40 something Hillbot types, not meaning at all to denigrate the younger, internet savvy. And "we'll" meant basically that cohort too. Some Trumpers might believe that Russian mess, the older ones addicted to Cold War fears undoubtedly. I was responding more to the diarist there about the ones who remember, I meant the ones paying attention, basically anyone on this site and smart enough not to buy into the MSM. The part I worry about is those Hillbots with just enough "power" and willful ignorance to swing this country into war again, them I meant to denigrate.

What I wished to highlight was, many have false impressions of what is really happening. But not all. When we mark a whole demographic as being a certain way, we feed into the impression. It's what "they" want.
See how that works?
I too catch myself when I use the word "everybody". It's vague when finding a fault, belief, habit or excuse. Now, if I hope everybody does well, there's no question I mean everybody.

It's interesting to have been a child while we still had a republic, if a stained one; to have been a teenager and a young adult while the transition to an oligarchic police state occurred; and to have entered my prime with the advent of said police state.

As I said in my other comment, we had a window to influence things--roughly 1986-1994--but it wasn't much of a window.

Younger voters as a group do give me hope. The whole I-want-mine-screw-everyone-else that was popularized by the Reaganic crowd is being replaced by the recognition that we all must share this Earth peacefully if we want to survive.

One of the great strengths of the Bernie movement was that he attracted both younger people and aging 'hippies'. Faces in Bernie crowds were from all generations. Younger people have energy and staying power to keep the movement going. 'Hippies' have historical knowledge and experience. A lot of the older Bernie followers have useful educational backgrounds, historical memory, and/or organizing experience. (Being called a 'hippie' amuses me; I have never even smoked pot-although I am in favor of legalization.)

We are going to need everyone to work together in this fight. If we do, there are a lot more of Us. We just need to help the rest of the 99% realize that they are Us no matter what generation they are from.

the years 1988-1996, that would make sense.

Most GenXers couldn't vote before 1988. A few of us were able to vote in 86, but only the oldest of our generation. And by 2000, it was all over as far as influencing American politics via the electoral process was concerned. Actually, I think it was over by 1994, when the Clintons had solidified their hold (aka death grip) on the Democratic party and Newt Gingrich drove the Republican party rightward into insanity. Once that happened, it was all over for traditional politics in this country, though we didn't know it.

I guess it would have been nice if we'd hit the ground running when we turned 18 and kept the country from becoming an oligarchical police state before we turned thirty, but that was beyond us.

They're well aware of what they're doing. While we talk about their lies, they have been laying the groundwork to ensure the only thing that we will ever hear from this time forth is lies.

It's a red herring, in the classic sense of the allegory. Meant to get us off the scent of what we SHOULD be looking at.

What a steaming pile of crap. It was made very obvious when they basically stated up from that it's very hard to determine who the hackers were and that they couldn't share any actual evidence (even things that were long in the past and would have no bearing on the reason they said they couldn't provide evidence). The part on RT was filled with some "hilarious" gems though. I picked out my two "favorites":

“In an effort to highlight the alleged "lack of democracy" in the United States, RTbroadcast, hosted, and advertised third-party candidate debates and ran reporting supportive of the political agenda of these candidates.The RT hosts asserted that the US two-party system does not represent the views of at least one-third of the population and is a "sham."”

53% of registered voters are D or R, so saying these parties don't represent the views of at least 1/3 of the population seems pretty obvious to anyone who isn't a moron (which clearly doesn't include whoever wrote this report). Even people who don't think the system is a sham can agree if they can do basic arithmetic.

"RT has also focused on criticism of the US economic system, US currency policy, alleged Wall Street greed, and the US national debt. Some of RT's hosts have compared the United States to Imperial Rome and have predicted that government corruption and "corporate greed" will lead to US financial collapse (RT, 31 October, 4 November)."

Bolding mine. Alleged. ALLEGED. Honestly, if this is the best any of these agencies can do, they should just be completely disbanded. They can't even make marginally convincing propaganda.

Other than the few pages reiterating the unproven claims we've heard ad-nauseum for weeks now about hacks into the DNC (which is the ONLY illegal act alleged, and that we should have concern with), and which by the way, if that's what happened, is NOT a hack into any agency of the US government (just try to tell DNC officials and Hill-bots that fact!), this report simply bulks up the same old claims with lots of unexciting, uninformative, petulant belly-aching about having to compete in what any cognizant person can see is a media-based (MSM, alt, social...all media) debate about the present state of our commodified and corrupt, morally-bankrupt American political system.

It's a debate we should be having, preferably without need for RT's help, and especially not Putin's, but if that's the only way it gets some light shed on it, it's better than none at all.

that the entire assessment of the DNC hack is based on a report by Crowdstrike, a company owned by a Russian-American who hates Russia with a passion and has been a Hillary Clinton consultant since 2010?

And that the FBI was refused permission to examine the DNC server (what was DNC hiding?) and that's why FBI had to be strong-armed into supporting the hacking claims?

there were only 25 pages, the psyop's determined maximum length of reading comprehension and attention span for anyone with the alternative of access to the TeeVee news, and with all the official seals, disclaimers and intentionally left blank pages, there was just no room left!

Sarcasm aside, what I'm saying is... those facts mattered to them less, or damaged their case more, than leaving pages intentionally blank in a report. We are truly down the rabbit hole!
